Infrastructure and Extractivism in the Water Region of the Submeridional Lowlands | Infraestructuras y extractivismo en la región hídrica de los Bajos Submeridionales del Norte Grande, Argentina

英语. The Submeridional Lowlands constitute one of the largest wetlands in Argentina, involving the provinces of Santa Fe, Chaco and Santiago del Estero. In 2018, the national State (through institutions such as the Federal Investment Council) and the provincial governments projected an initiative whose purpose is to reconvert these territories. Therefore, the aim of this article is to describe and characterize the water region that, located in northern Argentina, is the object of projects that through a series of technical interventions seek to increase the areas of commons extraction and agro-livestock production, fundamentally. As we will be able to analyze throughout the work, through the use of diverse sources, the design of these proposals does not tend to contemplate the environmental and socio-territorial particularities that exist in this region and this generates transformations and differential affectations to the local inhabitants and nature.

西班牙语; 卡斯蒂利亚语. Los Bajos Submeridionales constituyen uno de los humedales más grandes de la Argentina, que involucra a las provincias de Santa Fe, Chaco y Santiago del Estero. Desde el año 2018, el Estado nacional (mediante instituciones como el Consejo Federal de Inversiones) y los gobiernos provinciales proyectaron una iniciativa, cuyo fin es reconvertir estos territorios. Por ello, el objetivo del presente artículo es el de describir y caracterizar la región hídrica que, ubicada en el norte argentino, es objeto de proyectos que mediante una serie de intervenciones técnicas buscan incrementar las zonas de extracción de bienes comunes y de producción agroganadera, fundamentalmente. Tal como podremos analizar a lo largo del trabajo, mediante la utilización de diversas fuentes, el diseño de estas propuestas, no tiende a contemplar las particularidades ambientales y socioterritoriales que existen en esta región y ello genera, transformaciones y afectaciones diferenciales a los habitantes locales y la naturaleza.
