Methods of regulation in the field of protection and rational use of especially valuable agricultural lands, including suburban areas | Методы регулирования в сфере охраны и рационального использования особо ценных сельскохозяйственных земель, в том числе пригородных территорий

英语. The issues of determining most valuable agricultural lands in the federal districts of the European part of the Russian Federation are analyzed. The approaches to classifying the most fertile agricultural lands as most valuable and including them in the list of lands whose use is prohibited for other purposes. A time stable indicator of land suitability is identified as a criterion for attributing lands to most valuable, which allows classifying lands into 4 groups, including 9 classes depending on the soil type. As revealed in 41 out of 53 members of the European Russia, a list of areas of most valuable fruity lands has been established. A comparative analysis of the massifs of the most valuable fertile lands identified in the members of the Russian Federation with the areas calculated using the developed methodology is performed. The ratio of the areas of the most valuable agricultural lands in five regions of the European Russia is determined: Volga, North Caucasian, Southern, Northwestern and Central Federal Districts. The areas of high yielding agricultural lands have been identified for these territories of the country, which are suggested for inclusion in the list to attribute them to the most valuable lands, including the ones located in suburban areas. The study has shown that the proportion of very valuable agricultural lands calculated by the authors is higher than that established by law in the constituent entities of the Russian Federation. It is suggested to expand the criteria of attributing agricultural lands to most valuable and give recommendations are given for allocating the most valuable lands in the regions of Russia by developing and subsequently using universal regulations for the allocation of particularly valuable lands for all the constituent entities.

俄语. Проанализированы вопросы определения особо ценных сельскохозяйственных земель по федеральным округам Европейской части Российской Федерации. Рассмотрены подходы по отнесению наиболее плодородных сельскохозяйственных земель к особо ценным и включение их в перечень земель, использование которых не допускается для других целей. Выделен устойчивый во времени показатель пригодности земли, как критерий отнесения земель к особо ценным, который позволяет классифицировать земли на 4 группы, включающие 9 классов в зависимости от типа почв. Выявлено, что в 41 из 53 субъектов Европейской части России установлен перечень участков особо ценных продуктивных земель. Выполнен сравнительный анализ массивов особо ценных плодородных земель, выделенных в субъектах РФ с площадями, рассчитанными авторами по разработанной методике. Определен удельный вес площадей особо ценных сельскохозяйственных угодий в пяти регионах Европейской части России: Приволжском, Северо-Кавказском, Южном, Северо-Западном и Центральном федеральных округах. По указанным территориям страны определены площади высокопродуктивных сельскохозяйственных земель, которые предлагаются для включения их в перечень с целью отнесения к особо ценным землям, в том числе расположенным на пригородных территориях. Исследование показало, что рассчитанная авторами доля особо ценных земель сельскохозяйственного назначения выше нормативно закрепленной в субъектах РФ. В заключение предлагается расширить критерии отнесения сельхозугодий к особо ценным землям, а также даются рекомендации по выделению особо ценных земель в регионах России посредством разработки и в дальнейшем использования универсального для всех субъектов регламента выделения особо ценных земель.
