Aggravation of the so-called food problem worldwide provides the necessity to intensify the scientific research aimed at studying and practical use of the possibilities to rise the volume of the food industry in Ukraine. The food industry is one of the most important sectors in agro-industrial complex of Ukraine. It is a structure-forming element, an integrator and coordinator of the effective development of agro-industrial production in Ukraine's oblasts. Zhytomyr oblast has favourable natural, economic, research and technical background for the development and functioning of the food industry, which can provide an adequate supply of the wide assortment of high-quality food products of local and export trend. The economic crisis has considerably changed the sector's structure of Zhytomyr oblast's industry, but the food industry has preserved its priority. The part of the volume of production in the food sub-industries of the oblast was 37.8; 99.4 and 28.5 %. Nowadays one of the most vital problems is the problem of industrial products sale that is complicated by the price growth, consumers inability to settle payment, and to get used to the market conditions. Considerable state, financial and organizational support is required. It should be based on the principles of democracy with the use of a market mechanism and combining free market price formation with the support of consumer producers and rational protectionism

Long-term crisis in the economy of Ukraine leads to the far-reaching negative consequences in the agro-industrial sector. The way out can be found only due to the introduction of a market mechanism of the economy. Successful creation of competitive market environment depends on the activization of the innovational activity, i.e. introduction of the scientific and technical, social and economic, as well as administrative innovations. as the Ukrainian agro-industry works under conditions that lead to the destruction of the diversity of breeds and varieties. This causes the reduction in the possibility to adequately react to the change in the climate, diseases of plants and animals. The only way out is to back up the competitive units of AIC and to preserve market in general. Funds allocated in the development of new machinery, technology, scientific research will allow the agro-industrial units to find their place under conditions of market economy. The article represents the new scheme of management and evaluation of economic efficiency of enterprise's activity, formed through integration of new generalized indicators into the system existing. An algorythm of enterprise's economic efficiency management presupposes the use of forms of cost and at least two methods of evaluating. Market cost of an enterprise and its property must be evaluated to calculate efficiency indicators of the enterprise. The work is carried out in six stages: 1) forming of the quantitative indicators of the enterprise; 2) determining the enterprise's market cost; 3) calculation of the efficiency indicators; 4) analysing economic activity; 5) defining the opportunities of reorganizing and reforming the enterprise; 6) response to the result of the analysis

Gross industry recession has become a usual phenomenon for agro-industrial complex in recent years. Change in the situation like that can be achieved by means of determining the factors that retard augmentation of the volume of production. One of the major factors that promote the development of the agricultural enterprises is their financial guarantee. The state and the enterprises do not have sufficient financial resources for enterprise reformation, technological re-equipment and producing competitive products as a result. This is the reason for the introduction of the foreign investment policy into economy of agro-industrial complex. Activization of the investment policy in Ukraine is supposed to be impossible without state regulation and application of state investment programmes. All this contributes to the development of the favourable investment climate of the country, its investment attractiveness for the foreign capital. This attractiveness is achieved by the existense of the considerable natural and resource potential (fertile chernozem soils, favourable climatic conditions, law state guarantee and corresponding infrastructure)

Problems are considered of organizing free economic zones (FEZ) in Ukraine. By the concept developed two approaches are envisaged; territorial and functional. As an example the first FEZ "Zakatpattya" is considered where special custom, tax and other regimes are envisaged as well as conditions of realizing investment projects. According to a Presidential decree at the territory of the "Zakarpattya" FEZ a number of measures is planned and their organizational and legislative substantiation as to business activities, placing of objects of production and non-production infrastructures, abandonment of some type of business, interaction with the oblast state administration. A list of factors is given which bring to the advantages of the territorial approach regarding the organization of the enterprise in the FEZ as compared to the functional one. The functional approach promotes the development of special types of economic activities independently from the territorial attachment to provide strong links to the national economics; to make foreign business companies do an optimal choice of the lines of activities. The conclusion is substantiated that the creation of the special FEZ in the Trans-Carpathian region will facilitate the encouragement of business links of business companies to the enterprises on the territory of the country, strengthening integration with economy of its regions, social and economic development of the oblast, deepening the integration of the Ukrainian economy into the world market
