[Special features of reforming the financial and credit relations in the agro-industrial sphere]

In Ukraine transition to market economy has revealed trends toward merging the state finances with the credit system thus witnessing on the new fenomena in the finance and credit sphere which are to be scientifically evaluated. It is believed that at the up-to-date etap of Ukraine's economic development finance and monetary-credit policies are to be built so as to show the way in which economy could be led out of the crisis with the help of monetary-credit tools ensuring less losses. The main line is overcoming the inflation by means of using limiting emisson volumes and budget deficit. Non-payment crisis brought to slowing down of money turnover in the national economy, freezing assets in the form of late indebtedness. The article deals with the detailed macroeconomic analysis and ways out of the crisis with taking into consideration the foreign experience

The agricultural transportations are known to be expensive and resource-consuming. Taking into consideration the up-to-date conditions, in Ukraine a demand arose in provision of reviving working horses. As estimated by the Institute of Agricultural Economics (Kyiv), the needs in horses per 1000 hectares of arable lands are as follows: in the Steppe zone 10-12 horses, Forest Steppe - 20-22 and Forest zone - 32-34 horses. In Ukraine there is a need in reviving the agro-indstrial complex which should acquire its new qualitative traits that are to meet market economy's requirements. For reviving the agriculture a complex of economic, juridical and legal, organizational, scientific and technical levers is to be applied. The most important are as follows: stimulating demand by means of activating investment activities and providing stability of the national currency; creating prerequisites for transiting from extensive to mostly intensive type of development of agro-industrial production on the basis of private business; decreasing in the disparity of prices through establishing a principally new mechanism of agro-industrial integration of AIC's secondary and tertiary spheres enterprises and restricting monopolism of primary sphere enterprises. All the three levers should be launched simultaneously, complex and without time breaks. As suggested, violation of the requirement won't give a positive effect and can bring to deterioration of the social and economic situation in the AIC and the state as a whole

Proper social-economic forecasting and forming appropriate methods of implementing the planned measures are supposed to be key factors boosting effective development of Ukraine's agro-industrial complex. The tasks could be solved by means of the appropriate planned provision of market development only. The planning should be carried out both at the state level and the enterprise level. The main task of the agrarian reform is adapting principles of the planning to market's conditions and requirements
