The article is of a cognitive and application nature. The research objective is to distinguish harmonious management principles applicable to the management of public sector efficiency. Results of the article achieved: 1) The analysis was done of the management principles in social models, as well as between them and harmonious management and its exclusive features. Harmonious management in this article is treated as a continuation of the analysis of the public administration evolution. The extracted specific management principles of conduct can be used for a comparative analysis between the social management models. 2) The analysis was done of harmonious management directions, which may be applied to a public sector organization. 3) The article discusses the process of harmonization and presented stages. Harmonious management process logic diagram integrated exchange organizations into a cohesive process model and principles for promoting efficient activities. 4) The article presents the proposals and conclusions of different options and the need to apply the harmonious management of public sector management to gain efficiency. The aim of the research is to identify the principles of harmonious management applicable to public sector management for the purpose of effectiveness. The paper is based on the scientific literature and document analysis and synthesis, systematization, comparative analysis and case studies. In this article the case study is used by local authorities, which are represented by the public sector. Empirical research is conducted by using the quantitative standardized expert interview method. Visualization method is used, too.

The main aim of this paper was to investigate the development of art for the public space as a result of the historical impact through which the artworks have been evaluated. The context of social, ideological and economical changes is related. The author examined principal art practices in the public domain and discussed the main types of artworks created for the public space in Latvia in the period between 1980 and 2010. Seven art events were selected to analyze the main occurrence of historic periods as certain paradigms. Empirical and qualitative data collection methods were used to clarify the development of art for the public space in the Latvian landscape taking into account the historical point of view. According to the typology of artworks the following features were investigated: the aim, the location, the form and the size, and the function of artworks. The majority of art for the public space occurred in the city environment and the financial support of the project played an important role.

Electronic circulation of documents and electronic services have become the most significant IT development trend in the public sector. During the last few years public sector institutions in all Europe have significantly improved the quality of the provided services. With the evolving options offered by the internet and the digital signature getting more widely used, citizens expect a more up-to-date approach to communications from governmental institutions. Successful operation of electronic services would not be possible without a proper circulation of electronic documents on the national level. This article briefly inspects the history of the electronic service development and analyses the conditions of the development, deals with the experience of different countries with the implementation of e-services. Particular attention has been paid to Latvia, its current situation and historical analysis of e-services. A special part is dedicated to Agricultural Ministry of the Republic of Latvia which is most closely related to national rural development, projects of transition towards electronic document circulation and provision of electronic services.

Although the problem of ecosystem diversity loss is of a global nature, the measures to solve it must be implemented at the national level. As a member of the European Union, Lithuania needs to have a clear position regarding the application of proposed socio-economic measures. The problems of lake ecosystem utilisation analysed in the article are based on the scientific knowledge which complies with the specifics of regional natural environment. The aim of the article is to systematize scientific knowledge about modern lake ecosystem services by explaining the fundamental adaptation patterns of ecosystems and their components. The article provides a complex assessment of the services provided by lake ecosystems, reveals management problems related to optimization of the use of lake ecosystems, presents recommendations on the improvement of legislation related to lake ecosystem services, regulations for protected areas, management plans, etc.

The paper covers theoretical analysis of the tourism development in rural regions as well as the public administration role in tourism sector management in order to evaluate, plan and maintain tourism resources in the region. In the paper, there is presented a discussion on some proposed methodologies for the tourism structure and resources evaluation, in order to compare attraction potential of territories for the tourism development (competitiveness between regions). The tourism planning and management process should be proceeded at various levels of public administration institutions in order to avoid negative influence from different branches of the economy, preserve nature, historical and cultural heritage, ingeniously and cost-effectively use EU Structural funds and national budget resources for the tourism infrastructure development in order to prevent unwanted competition between local and regional public administrations, stimulating them to act jointly in order to achieve synergy attracting tourists to visit neighbouring regions. How to achieve mentioned goals the questioning of the tourism development experts has been performed, and some results of it are presented in the paper. Conclusions on the performed research and proposed methodologies as well as some suggestions for the better tourism development management at the regional level have been presented.
