Evaluation the effects of land use changes on ecosystem services based on the InVEST model (Case study: Chaharmahal and Bakhtiari province)

The most obvious example of human activities on the land due to the increase in population and the need for development is land use changes, which lead to changes in the provision of ecosystem services. To that end, the present study was done with the aim of quantitatively evaluating the carbon storage capacity and habitat quality and showing their spatial distribution to achieve social-ecological stability, sustainable use of land resources, and develop appropriate plans and policies in Chaharmahal and Bakhtiari province. The modeling of selected ecosystem services was calculated using InVEST software models and the capacity to provide them in land use classes using Zonal Statistics analysis in a GIS software environment. The results indicated that high-value carbon storage areas are focused in areas with forest cover, which have strong carbon storage capacity and are the largest carbon sinks in ecosystems. Likewise, the highest habitat quality was also observed in these areas, and in places where the vegetation is fragmented and the surrounding environment is occupied by human threat sources, the quality of the habitat has decreased. Spatially, carbon storage and habitat quality Indicated a low-high-medium spatial distribution pattern from north to south. The maps of ecosystem service created in this study can be useful in identifying potential areas of carbon storage supply and habitat quality, and provide a scientific basis for further discussion by policymakers about future land use planning, from the perspective of minimizing climate change and increasing biodiversity.

Spatial planning system of a country is the array of its planning systems. Getting familiar with spatial planning system of different countries and their experiences could help for comparison and accommodation so that making decision and defining appropriate planning system could be done. This article has studied the spatial planning system of Portugal and since there are different factors affecting on the system which are geographical, social, economic, historical and political status, they have been mentioned first and then history of spatial planning and its actual planning with different plans and related rules have been explained. The reasons to select this country are its rapid economic growth and consequently other changes of its spatial planning in recent years.Spatial planning system of a country is the array of its planning systems. Dou to the special importance of land use in Iran and the passage of over one year from the enactment and communication of National Land Use Document in March 2020 and the concerns about the practical steps to implement the provisions of National Land Use Document by executive organizations, the main question of this study is that in the light of the roles of related actors, how will this document be implemented? The research methodology of this study was actor-oriented, and the project was carried out based on exploratory and expert-based methods. Data were collected from 23 experts of Iran’s land use domain using a questionnaire. The data was analyzed using MACTOR futurology software. The results showed that from among the initial 33 effective actors in the Document implementation, 13 actors were selected as the main actors by the expert panel. It was observed that so far, no strong will has existed in those main actors to implement the National Land Use Document, and they don’t seem to be motivated to so in near future. In other words, the Document content and the potential of supervisory organizations are not so mandatory to force the main actors responsible for the implementation of the Document to put it into practice. Therefore, it is predicted that in future, the implementation of the Document will face serious challenges from institutions and actors. It is necessary for the responsible institutions (Planning and Budget Organization as well as Supreme Council of Land Use) to seriously follow up, make effective communications, bring about strong institutional combabilities among actors, and ask all implementing organizations to work in order to pave the ground for the formation of national will to implement the National Land Use Document as soon as possible.
