Applying the food-energy-water nexus approach to urban agriculture: From FEW to FEWP (Food-Energy-Water-People) 全文

Many studies examine the correlation between the use of resources such as water, energy and land, and the production of food. These nexus studies focus predominantly on large scale systems, often considering the social dimensions only in terms of access to resources and participation in the decision-making process, rather than individual attitudes and behaviours with respect to resource use. Such a concept of the nexus is relevant to urban agriculture (UA), but it requires customisation to the particular characteristics of growing food in cities, which is practiced mainly at a small scale and produces not only food but also considerable social, economic, and environmental co-benefits. To this end, this paper proposes a new conceptual basis for a UA Nexus, together with an assessment methodology that explicitly includes social dimensions in addition to food, energy and water. The conceptual basis introduces People, together with Food, Energy and Water, as a fundamental factor of the UA Nexus. On this basis, a methodology is developed measuring not only resource efficiency and food production but also motivations and health benefits. It comprises a combination of methods such as diaries of everyday UA practices, a database of UA activities, life cycle assessment (LCA), and material flow analysis to connect investigations developed at a garden scale to the city scale. A case study shows an application of the methodology.

Background: With millions of people experiencing malnutrition and inadequate water access, FI and WI remain topics of vital importance to global health. Existing unidimensional FI and WI metrics do not all capture similar multidimensional aspects, thus restricting our ability to assess and address food- and water-related issues. Methods: Using the Sanitation, Hygiene and Infant Nutrition Efficacy (SHINE) trial data, our study conceptualizes household FI (N = 3551) and WI (N = 3311) separately in a way that captures their key dimensions. We developed measures of FI and WI for rural Zimbabwean households based on multiple correspondence analysis (MCA) for categorical data. Results: Three FI dimensions were retained: ‘poor food access’, ‘household shocks’ and ‘low food quality and availability’, as were three WI dimensions: ‘poor water access’, ‘poor water quality’, and ‘low water reliability’. Internal validity of the multidimensional models was assessed using confirmatory factor analysis (CFA) with test samples at baseline and 18 months. The dimension scores were associated with a group of exogenous variables (SES, HIV-status, season, depression, perceived health, food aid, water collection), additionally indicating predictive, convergent and discriminant validities. Conclusions: FI and WI dimensions are sufficiently distinct to be characterized via separate indicators. These indicators are critical for identifying specific problematic insecurity aspects and for finding new targets to improve health and nutrition interventions.

As economies develop and societies change, emerging sets of challenges are placed on water resources and its governance. Population growth and economic development tend to drive the demand for more water, and push river basins into situations of scarcity. Agriculture, globally the largest user of water, is a major driver of water scarcity, and also the sector that has to bear the consequences of scarcity. Yet governance arrangements the world over have difficulty coming to grips with the management of agricultural water within the larger water resource context. The four major agricultural water governance challenges are: to manage transitions from abundance to scarcity; to deal with the large informal sectors of the agricultural water economy; to adapt to the changing objectives of society; and within each of these challenges, to craft contextspecific solutions. This paper presents examples of these challenges and uses them to derive a conceptual framework to help us understand present agricultural water-use contexts, and to develop context specific solutions. The framework is based on two important and shifting contextual dimensions: the degree of scarcity within a basin, and the degree of formality in water use. Looking at agricultural water governance within this framework shows that some standard prescriptions for water problems may not always be appropriate and that â??second bestâ?? solutions can in fact be the best way forward.
