Sakellariou, Chris | Yohannes, Yisehac | Quisumbing, Agnes R.
In 2003-04, Niger continued to implement its reform agenda, which is guided by the four strategic pillars of its Poverty Reduction Strategy (PRS). Fiscal imbalances were slightly reduced, steps were taken to strengthen economic governance, important structural reforms were initiated, and, social indicators were moderately improved. Moreover, key sectoral strategies premised on the 2002 PRSP were prepared in collaboration with the Bank, and, steps were taken to harmonize programs supported by development partners with the PRS. Despite these achievements, there is a long way to go to fully implement the PRS, and achieve its objectives. The economy remains susceptible to external shocks, macroeconomic imbalances are still relatively large, and the implementation of key structural reforms has been slow. Also, notwithstanding progress in developing growth-enhancing strategies for key sectors, such as the rural and infrastructure sectors, related programs are yet to be costed, and other complementary strategies in export promotion and tourism development are yet to be fully defined. Moreover, other shortcomings, including lack of adequate understanding of the poverty profile, and the impact of growth on poverty, have yet to be fully addressed. Further, despite the open, transparent, and consultative manner in which the PRSP and its progress reports were prepared, the process continues to be weak in several respects, including lack of adequate coordination with key stakeholders such as nongovernmental organizations (NGOs) and regional authorities. Looking ahead, the above-noted concerns should be addressed to enhance the effectiveness of reforms, and move forward the full implementation of the PRS. This annual progress report broadly reflects Niger's achievements and shortcomings in the implementation of the PRS, and underscores the authorities' commitment to address identified weaknesses in its implementation. Recommendations include: updating of poverty analysis; expeditious implementation of the growth-enhancing strategies; continued reduction of the fiscal deficit in 2005 by expanding the tax base; improvement in the preparation of budget programs; adoption and implementation of the priority action plan for improving public finance management; adoption of a strong population and reproductive policy; and, continued integration of the President's Special Program into sectoral strategies.

The first identified himself as The School, the State School of Basic Education Father Pedro Marcelino Copetti, Ivora, RS, and the second as School B, the Municipal Elementary School Mayor Robert Corrado, county Tocantins, MG. The specific objectives were conducted at these spaces where students could first exposed the initial concepts MA. After, there were spaces in these schools the observations of the behavioral attitudes of students before they take effect the workshops; and then were held pedagogical practices activities. Evaluations of workshops were through observation (and participation interests) and analysis of responses of students arising from a quantitative and qualitative questionnaire, and water as a guiding principle of the monograph. At the end we present the results and conclusions of proposed specific objectives where the students were challenged to rethink attitudes to start with the environment where they are inserted in this case the school and the city. At the end of these experiences on environmental approaches, it opened reflective moments by the researcher remembering what the students were able to experience from the workshops. Thus it was possible to extend a more focused look at these guys front the importance of the zeal of natural resources, especially water, which are essential to ensure a future increasingly promising, sustainable and balanced.

| In Brazil, terms such as "drought industry" and "drought polygon" are constantly used in reference to the semiarid region of the country. Besides climatic factors and political and infrastructural issues, there is a consensus that the best way to deal with water scarcity is its rational use. While offering to contribute to the development of farmers' communities in this region, the project "Citizen Universities", in partnership with the project "Space of Water", developed strategies involving the interdisciplinary rational management and conservation of hydric resources, to include knowledge and specific technologies in cooperation with the faculty and students of a rural public school in the Community of Uruçu, Gurinhém, PB. Progress can be seen in the practical applications of the project in the community and surrounding areas, such as forming teams to collect trash and the cleaning up of springs, and the inclusion of issues related to water together with the mandatory curriculum, in the expectation that students can apply the academic issues to their everyday life.

Monitoring is critical for effective groundwater management, especially in systems with competing groundwater interests, such as the Great Artesian Basin’s (GAB) Surat Basin (~180,000 km²) in Queensland, Australia. Coal seam gas (CSG) activities in the region have led to public concerns about potential impacts on groundwater and to landholder complaints about impacts on boreholes. To deal with these issues, the Queensland Government established the Groundwater Net and Groundwater Online citizen-science monitoring programs, which started in 2013 and were fully operational by 2018. Groundwater Net is a community-based education and groundwater monitoring program in which over 500 landholders across 16 local groups have attended workshops and provided over 1,000 groundwater-level/pressure readings from their boreholes using the My Groundwater Monitoring website. Annual workshops provide a forum to share and discuss monitoring results and knowledge. Regularly updated status reports compare monitoring data from CSG companies and the government with landholder data. Groundwater Online is a complimentary program using continuous-monitoring loggers and telemetry on 46 private boreholes. Citizen science now provides 13% of GAB monitoring boreholes in the CSG area. By effectively engaging with borehole owners, and empowering them to monitor, many opportunities arise for better groundwater management. Consequently, the spatial reach of groundwater monitoring and its frequency have increased, landholders are educated about groundwater systems, and borehole owners generally feel more confident about monitoring conducted by CSG companies and government.
