Modelling and analysis of collection of land payments in the municipal areas depending on economic and geographical factors

Taking into consideration all the data of collectibility of land payments (land tax and rent), the dependence of collectibility of land payments on economic and geographical factors is analysed in municipalities of the Samara region. The factors are defined with the help of mathematical methods, which are closely associated with payments growth from the land area of a municipality and the number of residents. The dependence simulation of the level of land payments on geographical and demographic characteristics has been implemented in a municipality. This model allowed allocating ”normative level” for each municipal district which corresponds to the result of the ”average area” with given objective characteristics. This assessment allowed the authors to identify the areas with high and low levels of land payments collectibility. The efficiency assessment of municipality local governments in the Samara region on land management is made taking into consideration objective factors that limit their opportunities.

The purpose of this article is to analyse the rural development land use projects for farmstead site selection prepared in the municipality of Elektrėnai during the period between the years of 2012 and 2016, and to determine their potential impact on the growth of built-up areas and the rational use of land. According to the survey data, it can be stated that drafting rates of rural development land use projects for farmstead site selection tend to grow especially in those municipalities that are close to Vilnius and which have a good geographical position as well as a special landscape and national cultural heritage values (Vilnius district, Trakai district and Elektrėnai district municipalities). Having carried out the agricultural land change analysis, it is noted that during the analysis period (2012 - 2016) in Elektrėnai municipality, similarly to the whole Vilnius county, land utilities structure is dominated by agricultural land, mostly arable land, but the significant trend of agricultural land reduction at the expense of the growth of built-up areas was noticed. During the analysed period the built-up areas in the municipality of Elektrėnai increased even by 6 times, and the area of agricultural land declined on average, by almost 2 percent every year. A detailed analysis of specific projects and information gathered during qualitative research suggest that the prepared rural development land use projects for farmstead site selection are not prepared for the improvement of the actual farming activity conditions in constructing farm and other buildings.

The media frequently refers to the concept of abandoned land. The reasons for its occurrence are discussed and the ways to diminish the problem are being searched for. Various sources of information were used for the research. They enabled the authors to identify the concept of abandoned lands. In addition, the situation of abandoned lands was analysed and causes of occurrence of such lands in one cadastral area of mid-Lithuania municipality were defined. According to the set of data, concerning abandoned lands (AŽ_DRLT), the data, provided in the mentioned data set and the data obtained during field testing were compared. The survey of the terrain was conducted in the early autumn of 2013 and repeated in the late spring of 2014. In order to find out why the land was abandoned, the surveyor of cadastral area was additionally interviewed. On the basis of the latest data of 2014, 123 spaces of abandoned lands, which occupy 59.74 ha, were found in Sujainai cadastral area. Having analysed the set of abandoned land data, it was identified that boundaries of 95 abandoned plots corresponded to the situation in the area, whereas boundaries of 28 areas should be corrected. Moreover, the abandoned areas that had not been marked were found while the land abandonment in the terrain was obvious. Although the amount of abandoned land is decreasing in both the area analysed and throughout Lithuania, the situation is not favourable. Having conducted the research, it was found that the main reasons for land abandonment in Sujainai cadastral area were as follows: poor fertility in non-productive lands (up to 32 points) and reclamation; no potential land consumers, purchasers or tenants of land areas of high productivity or it is complicated and expensive to pursue agricultural activity there.

The aim of the article is to assess tourism and recreation resources and possibilities of their development in the selected areas in Kretinga, Trakai and Kaunas district municipalities. Natural and separate zones’ landscape complexes in Lithuania are favourable for recreation and tourism. Although Lithuania’s territory in comparison with other countries is not large, it is characterized by a huge variety of geographical complexes and landscapes. By recreational potential Lithuania surpasses even numerous European countries, which are arranged along the northern coastline. Rivers, lakes and forests constitute 25 % of the total Lithuania’s area. Forests, parks, sea, other water reserves, geomorphological structures are aesthetically valuable landscape complexes in the Republic of Lithuania and make up one third of the total area. Having conducted assessment of the landscape in the selected territories and analysed territory-planning documents of Kretinga, Kaunas and Trakai municipalities with regard to recreation and tourism, it has been identified that although the main kind of recreational activity in the analysed municipalities is educational recreation, tourism infrastructure is not sufficiently developed and there is a shortage of accommodation-providing companies. After assessment of the landscape in recreational objects, it has been noticed that the assessed objects are characterized by high spatial flora variety, prevailing greenery and plants. In addition, landscapes are varied and not fully adjusted to recreation and tourism.
