The role of agricultural property agency in spatial development of rural areas

The changes in the ownership structure were to be implemented by the Agricultural Property Agency of the State Treasury, which, under the Act of Law of 11 April 2003 on the structuring of agrarian system (i.e. The Journal of Laws of 2012, item 803, as amended), on 16 July 2003 became the Agricultural Property Agency with eleven local branch offices. For the purposes of this article the monographic method was used for the overview of relevant literature and legal provisions, whereas the statistical analysis was employed in the data of the Central Statistical Office and reports on the activities of the Agricultural Property Agency. Until the end of 2015 the main objective of the Agricultural Property Agency was to restructure and dispose of the assets within the Agricultural Property Stock of the State Treasury. Since its foundation, the Agency expanded the Stock by 4.74 million ha. Over time, the operating conditions for the Agency were in a state of flux – they were being adjusted to the changing socio-economic situation. At the beginning, leasing was the basic form of disposal of the Stock land. After Polish accession to the European Union an increased interest in the acquisition of agricultural property was observed. By the end of 2014, as a result of land sale, free-of-charge land transfers or other transactions, approximately 3.2 million ha were disposed of, i.e. about 70% of the whole land which was taken over. Currently, according to the legal provisions, long-term lease is the basic form of disposal of the Stock land.

The aim of the research is to find out the causes of emergence of uninhabited dwelling houses, to state the criteria of their defining and identification, to work out possible solutions for improvement of the situation. The information from the Central Statistical Bureau, the data from the census of 2011 and the information about buildings or slums gathered by the local municipalities have been used in the research. As a result, the classification of uninhabited buildings and recommendations have been worked out.

One of the most challenging tasks in modelling of house pricing is to take into account the location factors. Geographically Weighted Regression (GWR) as a local regression model is an extremely effective instrument for spatial data analysis. The aim of the study is to model the relationships between a residential real estate price (per sq.m) and both building and location characteristics for Gomel using GWR. The data of the Belarus’ National Cadastral Agency on real estate transactions (apartments) in Gomel in 2019 are used as initial. The global Moran I index has been used to estimate a spatial autocorrelation of the dependent variable (price per square meter of residential real estate). Several factors having the impact on the apartment sale prices have been determined. Independent variables having been used in analysis can be divided into building characteristics and spatial characteristics. The building characteristics section includes the number of rooms within the property, property area (square meters), building age, number of floors in the building, floor of the property. The spatial characteristics group contains proximity to city centre, recreation areas, supermarkets, bus stops, healthcare and educational facilities. A regression model of housing price in Gomel has been developed. Mapping variable regression coefficients allows exploring spatial features of the impact of the different explanatory variables on the property price. Geographically weighted regression modelling has revealed the pricing peculiarities inherent for certain areas of the city.

One of the main groups in agriculture is plant cultivation. The crop production combines growing of grain, cotton, vegetable, viticulture, tobacco cultivation, etc. One of the main factors in the activities of plant-growing as well as in grain-growing is the efficient using of land. Agriculture is characterized by number of specific socio-economic, natural and technological characteristics. Unlike other sectors of the economy, the main means of production is land. Land differs from other agricultural production facilities. Land is not a product of human activity, it is the product of nature. The land area cannot be increased nor decreased as other means of production, its natural fertility and productivity can be increased. Land area has been divided into zones according to its location, quality and rating. Agricultural farming on unfavourable land areas requires more funds than on favourable land plots. In the article, using grain crops efficiency data, increase of soil fertility and issues in the direction of increasing productivity facing entrepreneurial farms were studied.

Analysis of the condition of the Agila Dune is presented in this Article. The analysis is based on data collected during accurate geodetic measurements using LIDAR technology. The current state of the Agila Dune was compared to the data of the previous year's LIDAR points in order to ensure the reliability and value of the research. In the course of the study, eleven cross sections were compared by height differences with previous year‘s measurements. The condition of the Agila Dune was found to be the worst in three cross sections. First cross section‘s erosion measured at 13,98 meters, erosion in the fifth cross section – 9.90 meters, and erosion in the eighth cross section – 11.34 meters. The main reasons for the deterioration of the natural values of the Kursiu Nerija National Park are climate, wind, high visitor flows and the persistent failure to carry out comprehensive research. Therefore, in order to preserve these unique natural values, it is important to collect large-scale and high-precision data on the status of these values, to systematize, to analyse and take appropriate protective measures.

The media frequently refers to the concept of abandoned land. The reasons for its occurrence are discussed and the ways to diminish the problem are being searched for. Various sources of information were used for the research. They enabled the authors to identify the concept of abandoned lands. In addition, the situation of abandoned lands was analysed and causes of occurrence of such lands in one cadastral area of mid-Lithuania municipality were defined. According to the set of data, concerning abandoned lands (AŽ_DRLT), the data, provided in the mentioned data set and the data obtained during field testing were compared. The survey of the terrain was conducted in the early autumn of 2013 and repeated in the late spring of 2014. In order to find out why the land was abandoned, the surveyor of cadastral area was additionally interviewed. On the basis of the latest data of 2014, 123 spaces of abandoned lands, which occupy 59.74 ha, were found in Sujainai cadastral area. Having analysed the set of abandoned land data, it was identified that boundaries of 95 abandoned plots corresponded to the situation in the area, whereas boundaries of 28 areas should be corrected. Moreover, the abandoned areas that had not been marked were found while the land abandonment in the terrain was obvious. Although the amount of abandoned land is decreasing in both the area analysed and throughout Lithuania, the situation is not favourable. Having conducted the research, it was found that the main reasons for land abandonment in Sujainai cadastral area were as follows: poor fertility in non-productive lands (up to 32 points) and reclamation; no potential land consumers, purchasers or tenants of land areas of high productivity or it is complicated and expensive to pursue agricultural activity there.

In order to evaluate the accuracy of the local geodetic network of Jurmala City, in research, comparison of fortyseven selected polygonometry network point coordinates with the obtained data was made by performing measurements by real time cinematic (RTK) method in LatPos base station system. Points were chosen so in order to cover evenly the entire territory of the city. At present, gradual renewal and improvement of the local geodetic network takes place in Jurmala. In Jurmala City, obtaining of data by GNNS data receivers is encumbered by large density of trees. Therefore the local geodetic network in city has very important role in order to ensure performance of geodetic measurements of high quality in the territory of the city. Aim of the research is to evaluate the accuracy of the local geodetic network of Jurmala City. The following tasks have been set for achieving the aim: research of the given problem, visit of the local geodetic network points, performing control measurements, data processing and analysis.

The result of the long existence of legal restrictions on the agricultural land market in Ukraine was the formation of a specific leasehold system of land use. Agricultural enterprises and farms do not have land owned. Instead, the peasants who became owners of land during the distribution of collective farms, mostly do not process these parcels of land on their own, but also deprived of the right to alienate them (to sell, give, change). The study shows the development of leased land use of agricultural enterprises in Ukraine, which currently covers 16.8 million hectares of private land and about 1 million hectares of state-owned land. Since 2003, the civil law of Ukraine permitted to apply not only the lease of agricultural land, but also the emphyteusis right (the alienated right to use someone’s land for agricultural purposes), the process of transformation of lease into emphyteusis was started, especially in large agricultural holdings. The main advantages of emphyteusis as a substantive law and its attractiveness for agribusiness are considered. The suggestions on improving the legal regulation of land use under conditions of emphyteusis are given.

Some tasks require identification of landmarks in districts beyond the reach of existing optical observation facilities. The accuracy of their determination significantly affects the effectiveness of the use necessary equipment during the task. In the paper an algorithm to determine the object parameters using a flying platform is offered. An observation point is installed which is equipped with a navigation system to solve this task. This ensures its orientation and positioning. From the observation point an aerial observation point is displayed. It is suggested to use a flying platform. The coordinates of the flying platform are determined relative to the observation point; the coordinates of the landmarks are determined relative to the flying platform. The mathematical model of the estimation error determination of object coordinates with the help of a flying platform is proposed. The analysis of errors in determining the parameters of the object using a flying platform is conducted. Analysis of the results of mathematical modelling is conducted using the package of applications Mathcad. The dependence of these parameters on the relative position of the observation point, platforms and object is examined. It is shown that the main contribution to the error of determining the coordinates of the landmark is given by the errors of determining the observation point location and measuring the range. An analytical correlation is obtained, which allows to estimate the errors of determining the coordinates of the landmark using the flying platform with known errors in determining the observation point coordinates and the range determination of the range finder.

The zones of ecological trouble cover about 15% of the territory of Russia, where the main production capacities and the most productive agricultural lands are concentrated. The Samara region is characterized by a distinct natural zonality from a typical forest-steppe in the North with a forest cover close to 30%, to an open dry steppe in the South with a natural forest cover of only 0.1...0.2%. The article presents an analysis of land use in the Samara region on the example of the Borsky municipal district. Research methods include environmental analysis and statistical data analysis.The article presents an analysis of the land use of the Borskiy municipal district. During zoning, the territory of the district is divided into the northern, central and southern parts. Assessment of environmental and economic parameters showed heterogeneity of the territory and the need for detailed consideration of climatic, soil, economic conditions in the design of landscape optimization systems, even in the municipal area. In general, the district's land fund experiences an average anthropogenic load, the ecological stability of the territory as a whole is characterized as unstable stable. In comparison with other areas of the Central MES, the municipal Borskiy district belongs to the category with an average ecological intensity with a stabilization index of 0.59 units due to the beneficial influence of the Buzuluksky area.
