Pomeroy, R.S. | Sverdrup-Jensen, S. | Nielsen, J.R.
There is a need for rapid and substantial evolution of existing fisheries management systems in developing countries to support sustainable resource use. it is unlikely that local communities can accomplish this change on their own. But neither can the national government accomplish it entirely through bureaucratic instruments. There must evolve a more dynamic partnership using the capacities and interests of the local community, complemented by the ability of the national government to provide enabling legislation and institutions and other assistance. This partnership can be called co-management, where the national government and the community share authority for fisheries management. ICLARM, with funding from DANIDA, has embarked on a five-year worldwide research project on fisheries co-management. The research project will address issues of co-management at both the national and community levels. The research framework provides for a structural approach to examining and documenting the origin, current status, operation and performance of fisheries management systems. Institutional analysis. which examines how institutional arrangements, the set of rights and rules by which a community organkes activities and which affect use behavior and incentives, will provide the basic research framework for studying fisheries management institutions. In the paper, we will provide details on the overall project objectives and scope, the research framework, project structures, and activities to date. It is hoped that presentation of the project framework at this meeting will provide feedback for improvement.

Fisheries co-management and small-scale fisheries: a policy brief. 全文

Pomeroy, R.S. | Williams, M.J.
This policy briefs addresses some of the issues and options available in managing all fisheries, including small-scaleones. The argument is that recent lessons point to potential benefits in some fisheries from management partnerships between the government and local fishers and communities-fisheries co-management. However, thispolicy brief cautions that co-management is not a universal panacea and more experience and research are needed to learn about the conditions leading to succesful fisheries co-management.

1994
Menasveta, D. (Department of Fisheries, Bangkok (Thailand))
State of fishery resources and fisheries in Southeast Asian region from 1960-1991 was reviewed. Government policies and strategies for fisheries development and management prior to and after UNCED were discussed as well as mechanisms forsolving major regional issues with a view to accelerating the sustainability of fisheries and aquaculture development in the Southeast Asia countries. The need for effective fisheries management in order to ensure the sustainability of fisheries of the region was also emphasized. As a framework for fishery cooperation is already in existence in the region, the author stressed the need for serious and solid cooperation in fisheries research and investigation, particularly in the South China Sea basin, and in the effective management of shared and straddlingfish stocks. If promises to cooperate and not followed by concrete actions. The forecast is that there will be no sustainability of fisheries of fisheries in the southeast Asian region.
