Report of the twentieth session of the European Inland Fisheries Advisory Commission

The twentieth session of the European Inland Fisheries Advisory Commission (EIFAC) was held in Praia do Carvoeiro, Portugal, from June 23 to July 1, 1998, in concomitance with a symposium on water for sustainable inland fisheries and aquaculture. The session reviewed EIFAC's activities since 1996 in the fields of fishery biology and management, aquaculture, protection of the aquatic resource, and social and economic issues. EIFAC revised its rules of procedure and decided its future program of work, and in particular the activities which should be carried out until the next session of the Commission in 2000, planned to be held in Hungary and preceded by a symposium on fisheries and society.--Publisher's description.

Management of inshore fisheries in Malaysia has been reviewed in order to clarify some aspects related to development of national fisheries policies, status of fisheries industries, management and conservation on fisheries resources in Malaysia. National fisheries policies which have been started since 1966, status of fisheries industries in Malaysia especially marine fisheries, enforcement and regulation controlled fisheries resources including technical control, biological control, social and political control have been summarized in this paper.

Co-management as a form of resource management is gaining ground worldwide, so also in fisheries management. Co-management implies that the user-groups participate in the decision-making on how to protect and exploit the resources, and to some extent also in the monitoring, surveillance and control of the fisheries. Co-management is increasingly seen as an alternative to centralized fisheries management, because ideally, it integrates the experiences gained by user-groups with scientific advice and policy considerations at central level. Also it integrates biological, social and human aspects of fisheries. The papers in this volume document cases of co-management in Africa.' The papers were presented at the Second Regional Workshop in Africa on fisheries co-management research, which took place in March 1997 in Mangochi, Malawi.

This document attempts to provide an introduction to social issues and their significance in the analysis and strategic planning in the fisheries sector. It is expected that it will be useful to non social planners involved in those tasks. The document presents a discussion on the identification of social elements in fisheries systems and the ways in which the sociologist or the anthropologist can assist in fisheries management. A framework for the sociological analysis in relation to fisheries strategic planning and management is then presented along with some of the key social issues which fisheries analysts are likely to encounter. Three case studies of social issues associated with fisheries development and management actions are also analysed using the categories proposed in the framework.

The management and sustainability of commercial vendace fisheries in Finnish lakes were studied from the point of view of the fishermen. Their attitudes, problems and proposals for better arrangements were examined and the implications for the development of the fishery system were discussed. From the perspective of the fishermen, the main management problem is the lack of fishing opportunities due to the restrictive policy of the fishery associations. The fishermen feel they have been neglected by the local level of management and would rather rely on the state level and its district authorities. The attitudes towards ecological sustainability of vendace stocks varied widely. In many cases regulations were considered important in order to protect the fish resources. However, the fishermen also needed regulations to enhance socioeconomic sustainability. The commercial fishermen should be integrated more closely into the decision-making regime in order to reduce the likelihood of conflict.

The results of the assessments on North-east fish stocks of cod, haddock, saithe, redfish and Greenland halibut by the ICES ”Arctic Fisheries Working Group” in 1997 are presented. Whereas the stocks of cod, haddock and saithe are considered to be in fairly good conditions and within safe biological limits the assessments show the stocks of beaked redfish and Greenland halibut to be low. Assessments of cod and haddock differed from previous years, because data on cannibalism were introduced into the recruitment models. | Johann Heinrich von Thünen-Institute, Federal Research Institute for Rural Areas, Forestry and Fisheries began publishing the Informationen aus der Fischereiforschung = Information on Fishery research in 2010.
