Influence of subsidies on the economic result of agricultural firms in production and marginal areas

This article is divided into four parts: the first is concerned with the state subsidy and support policy in the year 2001. The second part of the contribution mentions the subsidy development in production and marginal areas in the period 1996-2001 and its influence on the economic result of an average farm. Another part monitors the grant volume and the economic result at a selective sample of the identical firms in the time period from of the year 1997 to the year 2001 in reference to the farm position. The last part will deal with an evaluation of the grant volume where the subsidies are divided according to the subsidy titles in the year 2001 in an average agricultural firm farming in a certain altitude.

In spite that the great importance of logistics in industry, business and other branches is generally acknowledged, this problem is not systematically investigated in agriculture. As a presumption of a detailed analysis, the knowledge of the volume and structure of the material flow is necessary. The authors have proposed their own methodological procedure which issues from technological indicators, published by the Ministry of Agriculture CR for individual plants and categories of animals and which makes possible a further classification of these data for enterprises with different level of farming. These published standards of the Ministry serve as basic stones and by means of their combination, the volume of material flow and its structure during one year periods is possible to calculate. The advantage of the proposed method is a fast finding out of necessary data and possibility of taking into account some specific conditions of the investigated enterprises.

At the core of farm management lies the issue of work organization that concerns theconfiguration of activities in space and time, the material requirements for their execution(resources, sensors), and the anticipated means to adapt or react to contingencies. At a moremicro level work organization has also to deal with operational aspects: the conditions andmanner in which one or more people use purposefully information and tools in order to fulfill thespecific objective attached to a primitive operation. This paper argues in favor of an investigationapproach of farm management based on a simulation model of the decision maker's behavior, thecourse of implementing operations and the interaction of the above processes with thebiophysical ones and external events linked, in particular, to climatic factors. Simulation of themanagement process can be of great help in conceiving new production systems or in improvingtheir efficiency, robustness and acceptability. The paper outlines the specific modeling needswhen the decision-making behavior and work process play a central role in the intended study. Itproposes a conceptualization of the structure and behavior of the management related aspects ofa an agricultural production system.

Explaining the Failure in Agricultural production in subSaharan Africa

This paper examines changes in agricultural productivity in 10 Subsaharan countries. The relative performance of agricultural sector was gauged using data envelopment analysis. From a panel data set of the 10 countries which included the 28-year period 1972-1999, mathematical programming methods were used to measure Malmquist indexes of total factor productivity. It was found that, during that period, total factor productivity have experienced a negative evolution in sample countries. A decomposition of those measures suggest that, most of the weak performance of factors productivity is attributable more to technological change than technical efficiency change. French-speaking countries better succeeded to raise their productivity than English-speaking countries do. In addition, it have been found that Sahelian countries failed to rise their agricultural productivity compared to forest countries where a positive evolution have been detected.
