It is quite common for stakeholders to know when and how to apply the Legislative Decree n. 494/96 (hereafter called "Yards directive") in a building yard, for example the construction of a building, but this directive is not always so easy to understand when the yard develops on the territory with not only building works and interventions. The Author tries to explain the applicability of the Legislative Decree n. 494/96 regarding works on territory
