Evaluation of ecosystem services in riparian forests using benefit transfer method

The aim of this paper is to evaluate ecosystem services in riparian forests of Latvia using benefit transfer method. The core of benefit-transfer method is to transfer economic costs from one economic situation to another by using pilot indicators, thus saving time and monetary resources of the research. This method also is applicable for transfer of value of ecosystem services to research territories where such values have not been set. As to the evaluation of ecosystem services in riparian forests, data derived from these indicators are compared with the situation in riparian forest stands. Successful application of this method depends on the quality of existing research and their transferability. For example, the data on research of non-timber values can be used to set these values in riparian forests. Value of ecosystem services for 1 ha riparian forest stand in Latvia judging by 1) N and P removal (N - 8.14 euro haE-1 yE-1; P - 2.16 euro haE-1 yE-1); 2) Valuing carbon capture (478.6 euro haE-1 y-E1); 3) Valuing noise buffering (2.02 euro haE-1 yE-1); 4) Valuing air purification (NOx - 1332.5 euro haE-1 yE-1, NH3 - 216 euro haE-1 yE-1, particulate matter - 792 euro haE-1 yE-1); 5) Valuing pollination (timber - 15.25 euro haE-1 yE-1, non-timber - 4 euro haE-1 yE-1) total at 2850.67 euro haE-1 yE-1, which is significantly more than just the traditionally viewed timber value.

At different points in the history there have been attempts to evaluate the volume and value of separate game-related goods and services in Latvia; however, so far there have been no comprehensive studies covering the role of the game management and its impact on Latvia’s economy. Such data would be necessary not only to evaluate the impact of the game management on Latvia’s economy, but also to set appropriate priorities in cases where game animals cause damage to other sectors of economy. In order to evaluate the role of the game management in the national economy, lists of the game-related goods and services have been drafted, sources of information have been identified to determine the volume and monetary value of the goods and services in the 2009/2010 hunting season, as well as a methodology has been developed to acquire the missing information. It has been determined that the total monetary value of the game-related products was 3.66 million LVL, while the game-related services accounted for 18.86 million LVL. The total contribution of the game management to Latvia’s economy in the 2009/2010 hunting season has been estimated at 22.52 million LVL. Among the game-related products the most significant product is the game meat total amount (sales and own consumption) of which has been estimated at 2.8 thousand tons, while total value accounted for 3.6 million LVL. Among the game-related services the most significant contributors are the following: sales of hunting equipment (6.7 million LVL) and game-related transportation costs (4.7 million LVL).

Recreation services are the forests’ non-market goods which constitute a substantial part of the total economic value and are important for the choice of multi-functional forest policies. However recreational services do not always have a market price and comparatively less literature applies value orientations to examine issues concerned with recreational use of natural resources. This research reports on the findings of the comprehensive, national-level study about the contribution of forest recreational services to Latvia’s national economy in 2009 and about the respondents’ declared choices, travel costs and willingness to contribute some money for improvement of amenities in a forest. Two general information sources were used to obtain the information - available statistical data and the contingent valuation survey to estimate the respondents’ choices and habits for recreation activities in the forests. Results show that forest recreation is very popular and highly valued in Latvia. The statistical analysis confirms that the significant differences exist between varied respondents’ socioeconomic groups in their objectives, choices and preferences to use the forest recreational services.

The paper “Latvian Services Sector Development Model: Internet Solution” addresses an issue of the quality of business environment in the Latvian services sector. In the paper, there are analyzed governmentally supported information systems, data bases and e-services aiming at simplification of B2G communication process, identified their advantages and drawbacks, as well as determined potential for their further development. As a result, a model for optimization of governmental on-line tools, fostering an access to business-related information and fulfilment of administrative procedures in the services sector, has been developed. The paper provides a diversified four-layer solution, which may be progressively realized, depending on the available financial resources.

Agriculture not only supplies food and fibre to the society, but also provides other services, which are not revealed in the market prices. The role of agricultural activities is essential in forming and improving the landscape, in particular, for Lithuanian case study. Therefore, the paper focuses on development of the framework for estimation of consumers’ willingness to pay for agricultural landscape improvements. The objectives of this paper are to present construction of the estimation framework for eliciting willingness to pay (WTP) for non- market agricultural landscape goods through choice experiments (CE) in Lithuania; then, to show the results of framework pre-test, and identify applicability of the framework designed. CE is a survey-based method implying creation of repetitive choice situations about alternatives of agri-environmental schemes for revealing how inhabitants of Lithuania value public goods from agricultural landscape (scenic views, variety of flora and fauna species, recreational infrastructure and services, the objects of cultural heritage), enabling to estimate Lithuanian residents’ WTP and the demand for improvements of agricultural landscape. The results of the pilot survey have shown that the questionnaire was comprehensible and interesting to the respondents, revealing that the valuation of agricultural landscape is in demand by the society. The results of modelling, applying conditional logit, have shown a good model fit, allowing the usage of the estimation framework for the main survey and an estimation of consumers’ willingness to pay for public goods/improvements from agricultural landscape.

Forests and woodlands provide a wide variety of ecosystem services that are usually classified within three categories: provisioning services, regulating (supporting) services and cultural services. While provisioning and regulating services are widely analysed, there is a lack of information about the cultural ecosystem services, particularly some sub-categories of these. In this study, we have focused on inspiration for creativity as a sub-category of cultural ecosystem services provided by forests and analysed the depiction of forest ecosystems in landscape paintings of Latvian artists. It may be concluded that forest ecosystems serve as an important source of inspiration for creativity and art, as may be seen in the landscape paintings of Latvian artists of the 20th century. Characteristic landscape features of birth and living places of the artists are reflected in their works. The performed analysis is the first of its kind in Latvia, and it may be further expanded, either by incorporating other aspects of creativity or adding economic dimension, for example, by surveying the art market.

Tourism development contributes to the vitality of rural areas: it increases employment opportunities for residents, promotes the development of relations among different business entities and attractiveness of rural environment. In this article, the situation regarding the development of one type of tourism – educational tourism – in Lithuanian rural areas, factors encouraging and limiting this development have been analysed. The research question is what are the main problems regarding the development of educational tourism in rural areas. The aim of the research is to present relevant solutions after the analysis of the problems regarding the development of educational tourism in rural areas. Theoretical research was performed while applying methods of content analysis and synthesis of scientific literature and other researches. The method of case analysis was chosen to describe the state of the development of educational tourism and to identify main problems. In total 18 cases were analysed (18 providers of the educational tourism services in rural areas). In order to collect necessary information, methods of semi-structured interview, analysis of secondary informational resources and direct participation in researched educational programs were applied. The development of educational tourism is promoted by the factors related to the environment of manor, historical place or nature as well as professional qualification, working experience, enthusiasm and ability to be flexible about customers’ needs of actors responsible for rural development. Volatility of demand regarding educational programs, lack of specialists and challenges related to cooperation were identified as problematic issues.

In a period of economic prosperity, the real estate market is very active. The demand for real estate is causing the growth of prices, thus inducing people to sell their properties. As the easiest and often most convenient way of selling the property is partnering a real estate company, even 95 per cent of sales are provided through the mediation. However, the increasing demand in services is often leading to the decrease in service quality. It is worth mentioning that, while the amount of real estate agencies is increasing, service quality becomes the main competitive advantage for companies. In order to contribute to a body of knowledge on service quality, this research deals with a problem: what service quality is provided by real estate agencies to farmers selling their properties, and what service quality dimensions have to be improved. The research aims to establish the undermanaged dimensions of service quality obtained by Lithuanian farmers selling their property through real estate agencies. The determination of latter dimensions is crucial for real estate agencies achieving to successfully compete in the market of real estate in Lithuania. In order to reach the aim of the research, previously elaborated service quality models were analysed and adapted to a current research framework. The questionnaire survey was provided to establish a model of service quality real estate agencies expected by farmers selling their property. Finally, the four-dimensional REASQ model was established.

The second half of the 20th century brought to light the consequences of human activity, when Humanity was confronted with demiurgical complexes and realized that the planet Earth was not only nature, but a complex system that today could no longer be operated by traditional methods and logic. While until the middle of the 20th century man used natural resources only to meet his needs, the 21st century poses new challenges for mankind to manage the consequences of human activities and to use them rationally and sustainably. The paper presents a study aimed at assessing the potential of ecosystem services development in the Nemunas Delta and anticipating their development directions. As a result of the research, the possible development directions of the Elderships were presented. It was done in two scenarios. The research was carried out in six municipality subdivisions (elderships) of the Nemunas Delta area in the framework of the Lithuanian Science Council project ‘Interaction of ecosystem services and human activities in the context of climate change’. Although the problem of ecosystem diversity loss is of a global nature, the measures to solve it must be implemented at the national level. As a member of the European Union, Lithuania needs to have a clear position regarding the application of proposed socio-economic measures. The problems of lake ecosystem utilisation analysed in the article are based on the scientific knowledge which complies with the specifics of regional natural environment. The aim of the article is to systematize scientific knowledge about modern lake ecosystem services by explaining the fundamental adaptation patterns of ecosystems and their components. The article provides a complex assessment of the services provided by lake ecosystems, reveals management problems related to optimization of the use of lake ecosystems, presents recommendations on the improvement of legislation related to lake ecosystem services, regulations for protected areas, management plans, etc.
