International sugar trade reform

The effects on the world sugar market of trade reform options are examined and quantified. The options considered include increasing the proportions of world production and consumption likely to respond to world price changes; cutting domestic prices to producers and consumers in OECD countries; and introducing an International Sugar Agreement with export and stock control mechanisms.
