In the 1990s vegetable exports from China to Japan expanded rapidly. With the recent opportunities arising from joining the WTO, China has placed an emphasis on the export of labor-intensive farm products. Especially organic produce is being promoted by focusing on low labor costs and the suitability of the climate and the environment. This paper aims to study the background of the organic strategy of food processing and export corporations Shandong province, the largest supply base of organic produce bound for Japan.
