Fuel for thought : an environmental strategy for the energy sector

This paper sets out an environmental strategy for the World Bank Group in the energy sector, building on existing Bank policies and activities and drawing from lessons of experience. Policy areas include: a) adopting policies that target the principle sources of pollution across sectors, aimed a tangible improvements, and balancing compliance cost of; b) policies that respond to the manner in which energy-environment issues impact the overall country development objectives; c) substituting traditional fuels by modern energy and new energy technologies; d) strengthening monitoring and enforcement capabilities for mitigation of environmental impacts; and e) promoting energy sector institution restructuring. The first section sets out the challenge arising from worldwide growth in energy demand and its potential impact on the environment. Section 2 reviews the World Bank Group's existing policies, strategy, and record. The new strategy, containing both existing and fresh elements is outlined in the third section. Section 4 explains in detail how the new elements of the strategy will be implemented.
