The main objective of the Water and Sanitation in Tourist Areas Project for the Dominican Republic is to reduce the high economic, environmental and social costs caused by wastewater and solid waste deficiencies, especially in tourist areas, and to improve the coverage and quality of the provision of water, as well as the collection and disposal of wastewater and solid waste. This environmental assessment (EA) document evaluated impacts, as follows : legal and institutional framework of participants institutions; social and environmental sustainability of subprojects for financing;; impacts to the biodiversity of the area of influence of the project; noise and dust propagation during pipe laying; and loss of vegetation. Based on this assessment suggested mitigation measures, include : throughout project design and implementation adhere to the legal and regulatory social and environmental provisions included in the Constitution of the Dominican Republic, and the Bank's environmental and social safeguard operational directives; vehicles and construction machinery will kept in good maintenance conditions; trucks carrying soil, sand and gravel will be duly covered to avoid spilling; in order to guarantee the suitable operation of the submarine outfall, the constructor will have to elaborate a maintenance plan of the diffusers and procedures for the periodic cleaning of the pipes. Also, this plan should propose situations of emergency for the possible breakage of the pipe by accident or natural causes; the alignment of the submarine outfall and the positioning of the protection and anchoring devices will be made with geo-positioning for precision and after the inspection in situ of the work zone in order to prevent the ecosystems of special ecological value from being affected; and finally, promote information campaigns with community members and project affected peoples (PAPs) on water conservation and environment best practices.
