Vietnam - Mekong Delta Water Resources Development Project : environmental impact assessment

This report is the environmental impact assessment and associated environmental action plan for the Mekong Delta Water Resources Development Project comprising three sub-projects: a) South Mang Thit; b) O Mon-Xa No; and c) Quan Lo Phung. The environmental mitigation measures common to all sub-projects are: 1) Education on Integrated Pest Management techniques for rice cultivation and farm worker safety in pesticide and herbicide application will be provided through provincial Plant Protection Subdepartments. This will mitigate the impact caused by increasing surface water contamination from fertilizer application. 2) Sluice operation for flushing of the water control systems will be conducted when water quality deteriorates. Flushing can be applied in the dry season by letting fresh water in at high tide and draining it out through the downstream sluices during low tide. 3) The Resettlement Action Plan will be implemented for project affected people. 4) Boat lifts and transshipment facilities will be provided near major project sluices to alleviate impediments to navigation. 5) Canal excavation and disposal of spoil soil will have to follow specific methods to minimize release of acids into fields, depending on the local conditions and the severity of the acid sulfate soils.
