This thesis examines the general principles of federal supremacy and sovereign immunity and how they apply to environmental statutes, each of which has a different waiver of sovereign immunity. The waivers raise fundamental questions concerning the federal-state relationship. The thesis presents a recommendation to enact one consistent waiver for all agencies to follow.
