This volume gives a description of the Regional Action Programme-Water Resources Management (RAP-WRM) financially supported by EC-DG1/CIHEAM - Cooperation Project which has lasted for four years: from 1998 through 2002, and mainly oriented to the sustainable use of water resources in the irrigation sector. In the Southern developing countries of the Mediterranean, water scarcity, its limitation, its fragility, its bad governance and the way it is used and managed are strongly negatively affecting the sustainable development in the majority of those countries. Under such conditions, major efforts should be directed to irrigated agriculture as more than 80 percent of the available water resources are allocated to irrigation and the water efficiently used by crops amounts to 45 percent with losses as high as more than 50 percent. The challenge is to set up appropriate policies and strategies accompanied by practical actions to reduce water losses and to increse water saving potentiality in the irrigation sector. That's exactly the subject-matter of the Water Saving in Irrigated Agriculture (WASIA) Research Project. The Project aims to develop a conceptual framework for water saving in irrigated agriculture of the Mediterranean region through the integration of the ample information, the know-how and the research findings achieved through more than 10 year-long activities of the Collaborative Water Resources Management Research Networks, coordinated by Bari Institute.
