Extract: The objectives of this paper are (1) to examine patterns of multiphase electic power consumption in Georgia, (2) to examine evidence of market failure in multiphase power development, (3) to estimate production efficiency losses from market failure, and (4) to discuss nonmarket alternatives for developing multiphase power for agricultural irrigation.
