Lithuanian family farm economic sustainability: does the indicator matter?

The economic situation of Lithuanian agricultural sector faces with challenges in regards to family farms’ income instability and income discrepancies between family farms. The aim of this paper is to assess the economic sustainability of Lithuanian sector at farm level across farm size classes in terms of physical size and by specialization. Furthermore, as the sustainability construction index method was employed as basis to conduct the research, the methodology aspects related to the number of indicators included in the set of indicators and the estimation of thresholds of sustainability intervals were empirically analysed. The findings of economic sub-index assessment indicates very good level of Lithuanian family farms as 68% of the sample farms were defined by medium level of economic sustainability. The assessment of family farms’ economic sustainability by specialization revealed that the horticulture farms performed the highest economic sustainability and, at the other end of spectrum, the COP farms achieved the lowest economic sustainability. As regards the physical size of farms, the best economic sustainability was observed on the smallest farms in terms of size and on the largest farms, of less than 5 ha and from 500 ha or over, respectively.

The authors explore ways to combine the use of traditional and mobile positioning data (as Big Data) in assessing the economic impact (EI) of tourism in specific regional areas in line with the opportunities of the digital age. In order to provide an automated evaluation of the tourism EI, a study is being carried out resulting in technical development of a prototype for two interconnected digital applications – ‘Data Bank’ and ‘Data Analysis’ – as a unified solution for research in the e-environment. The study is based on the research work started in 2017 that resulted in the development of a theoretical strategic model for the construction of the prototype. Continuing the research, the aim of this publication is to develop a theoretical tactical (technological action) model needed for the practical development of the prototype, incl. for the identification of prerequisites to develop the Software Design Description (SDD) of the prototype. To this end, the technological capabilities and their collaborative effects have been investigated in line with the requirements included in the prototype Software Requirements Specification (SRS). Performing the qualitative research, the tactical model has been developed, which designates the practical construction of the prototype. It consists of a combination and joint operation of 4 platforms (servers) – Apache Ambari, Apache Hadoop Ecosystem, Drupal and Jupyter Notebook. The strengths of the model, the risky features as well as the future perspectives for the practical implementation of the goal have been discovered during the research.

During the last decade a huge number of Latvian citizens have left the country and live abroad, which complicates to a certain extent the chance of easily returning and settling down in Latvia. At the same time, the Latvian entrepreneurs are ultimately demonstrating their desperate need for all kind of workers. Especially it could be seen in sectors like medicine, retail, heavy and light industry. Rapidly growing Diaspora allows to acknowledge that there is a big potential of labour force flowing away from the country, sometimes staying without any work positions for quite a long time. The aim of this article is to find evidence that Latvian Diaspora could be involved in the Latvian economy and business by using a new attitude and approach, which should be supported by teleworking. During research the main methods used were content analysis of strategic and planning documents as well as analysis of the best practices in the world and Latvia, with the aim of establishing a model of remote work development and finding out proposals for a better participation of employees, employers and territory representatives – local governments and state institutions. The model of automation and extension of tourism economic impact assessment in specific regions Tourism is measured by the statistics of visitor movements, expenditure and estimates of the number of visitor facilities. In the world there are many current tools, methodologies and innovative technologies used to measure the economic impact of tourism. Tourism statistics have been on the frontline of Big Data-related innovations of statistical sources and methods. Data from mobile phones (as part of Big Data set) are increasingly used as new indices for social science research. Therefore, this paper looks for an answer to the question – what is the specific of a theoretical model for automation tourism economic impact assessment in specific regions via the use of ICT and mobile positioning data (MPD)? Using qualitative research methods authors propose theoretical model based on two interlinked parts. First of which – ‘Data storage’ – can be built upon the most popular BD platform ‘Apache Hadoop Ecosystem’, where the data precision of the online surveys can be increased by implementing mobile positioning solutions. Meanwhile the other part – ‘Data analysis’ – can be based on the locally created assessment methodology, which has been derived from the Finnish standardized economic impact estimation approach. The research results show the findings and propose a theoretical model. Its strength and novelty lies in the ability to use traditional tourism statistics, the economic impact analysis and passive mobile positioning data for spatial characteristics of tourism flow. Its construction is a distinctive combination of typically used technological approaches.

Today technological progress is reshaping global economic development and changing the overall welfare of societies. Therefore, it is important to assess challenges and readiness of the European Union to use its capacity to ensure that technologies benefit people and bring them towards more inclusive societies enhancing opportunities to use artificial intellect for making health, education, agriculture, services and manufacturing industries more efficient and user friendly. The Digital Economy and Society Index analyses the digital performance of the EU Member States across five main dimensions: connectivity, human capital, use of internet, integration of digital technology, digital public services. However, despite intention to jointly develop Digital Single Market, the gap between the EU top digital countries and less digitally advanced countries remains large. The aim of this paper was to evaluate the digital performance indicators of the EU countries, in particular focusing to Poland and Latvia to assess their progress and potential of their human capital’s digital skills. The research is based on theoretical literature studies on industrial revolution stages, European Union Commission documents, indexes and publications available in relevant public institutions such as ministries and industry reports. The research employed monographic method, analysis and synthesis methods as well as graphical data analysis. The research results give evidence that currently Poland’s human capital is significantly better prepared for making use of future digital economy challenges than Latvia’s human capital, and there is a close link between countries’ R and D expenditures proportion of GDP and their human capital’s readiness to integrate in digital economy.

At rural enterprises, besides the traditional resources - natural, financial, and human capital - there is some other kind of capital - it is social capital. Foreign scientists have done a lot of researches on it. The nature of social capital and its role in economics is not much studied in Latvia. The present scientific article reflects consumptions on social capital by different foreign scientists. The World Bank as an institution has also approached to the research of social capital. It studies social capital at institutions. The World Bank describes the social capital of two kinds. The scientific article characterizes Pieriga region. Rural enterprises and businessmen of agricultural, industrial and service branches in Pieriga region have been enquired. By the results of the enquiry, the presence of social capital in rural enterprises and its impact on their development have been analysed.

In the celebration of the Annual 25th International Scientific Conference “Research for Rural Development 2019ˮ held at the Latvia University of Life Sciences and Technologies, in Jelgava, from 15 to 17 May, participants with different backgrounds from 12 countries did 156 presentations, enjoyed welcome dinner with Latvian folk songs and dances as well as tasted a special cake. During a social programme of the conference, the participants visited a malt production plant, Rundāle palace and had farewell lunch. In the retrospect, four months later, we consider the Conference a great success in terms of interdisciplinary studies and networking opportunities. The sessions of the conference were structured so as to give all participants the opportunity to contribute to the primary purpose of the conference, which is discussion of important current issues facing rural development. The interdisciplinary proceedings of the Annual 25th International Scientific Conference “Research for Rural Development 2019ˮ (two volumes since 2010) are intended for academics, students and professionals. The subjects covered by those issues are as follows: crop production, animal breeding, agricultural engineering, agrarian and regional economics, food sciences, veterinary medicine, forestry, wood processing, water management, environmental engineering, information and communication technologies.

The Latvia University of Life Sciences and Technologies and Organizing Committee of Annual 27th International Scientific Conference ‘Research for Rural Development 2021’ tried to continues a tradition of bringing together researchers, academic and professionals in Jelgava, from 12 to 14 May, 2021 from all over the world. But, unfortunately, this year again the rules were set by the Covid-19 virus pandemic. We did start new tradition from 2020, account from 1st until the 27th conference and totally are 36 Volumes. The interdisciplinary papers contributed the most recent scientific knowledge in crop production, animal breeding, agricultural engineering, agrarian and regional economics, food sciences, veterinary medicine, forestry, wood processing, water management, environmental engineering, information and communication technologies. These Proceedings will furnish the scientists of the world with an excellent reference volume. We trust also that this will be an impetus to stimulate further study and research in all these areas.

The four independent reviewers estimated each paper and recommended 81 articles for publishing at the proceedings consisted of 2 volumes, which started life as presentations at the Annual 23rd International Scientific Conference “Research for Rural Development 2017” held at the Latvia University of Agriculture, in Jelgava, on 17 to 19 May 2017. In the retrospect of four months later, we can count the Conference as a great success. The theme – Research for Rural Development - attracted participation more than 155 researchers with very different backgrounds. There were 124 presentations from different universities of Poland, Kazakhstan, France, Czech Republic, Lithuania, Estonia, India, Russia and Latvia. Thank you for your participation! We are sure that you have learned from the presentations and discussions during the conference and you can use the outcomes in the future. The cross disciplinary proceedings of the Annual 23rd International Scientific Conference “Research for Rural Development 2017” (two volumes since 2010) are intended for academics, students and professionals. The subjects covered by those issues are crop production, animal breeding, agricultural engineering, agrarian and regional economics, food sciences, veterinary medicine, forestry, wood processing, water management, environmental engineering, landscape architecture, information and communication technologies. The papers are grouped according to the sessions in which they have been presented.
