With the growing demand for e-learning, as well with the striving for excellence, everyone worldwide is encouraged to improve and ensure the quality of e-learning. Quality assurance requires a supportive environment. The purpose of this paper is to propose procedures for evaluating and controlling the quality of e-learning materials. The article reflects on the approach, which is often mentioned in the field of quality assurance, procedures that characterize the processes, helps to sort them, track their progress sequence and identify those responsible. Clearly, the quality of online learning has many dimensions, but this article deals only with the part that relates to the quality of e-learning materials. In January 2018, experts from European Distance Education Secondary School, Riga Distance Education Secondary School and Riga 1st Distance Education Secondary School were interviewed. The questionnaire included questions about the quality assessment of the study materials. Based on the findings of scientific research literature and taking into account the good practice, procedures for the quality control of electronic learning materials were created. The article offers four procedures that include the use of a web-based checklist developed by the author. Activities of procedures can be divided into areas of responsibility that deal with developers of the material, methodological commission, material evaluators and IT administrator. Distance learning program implementers can use the proposed procedures in the process of making and monitoring electronic learning materials. In addition, the checklist helps to identify important conditions and requirements that affect the quality of the study material.

Potato sector is one of the competitive areas of the European Union (EU) agriculture. Although Eurostat declared that in 2015 Lithuanian share in the EU-28 harvested production was modest and composed only 0.7%, according to Food and Agriculture Organization of the United Nations (FAOSTAT), this crop remained on the list of top 10 commodities by net production value in Lithuanian agriculture. However, over the past decades the Lithuanian potato sector survived undesired transformations. The aim of this paper is to analyse the changes of the main indicators, related to the potato sector, and vertical price transmission among the chain of potatoes in Lithuania. The conducted research indicates the most important development trends of the potato sector and applies econometric techniques to investigate if there is any long-run relationship between the farm and retail prices of potatoes for the period of 2010 to 2016. Although the statistics show the shrinking production and domestic consumption of potatoes in Lithuania, the analysis of the vertical price transmission does not provide evidence of market inefficiencies. The Johansen cointegration test confirms the existence of a long-run relationship between the farm and retail prices, while the Granger causality test shows that there is a bidirectional causality between the examined series. The M-TAR model does not provide evidence of the farm and retail price asymmetry in the long run.

In the research evaluation of the ecosystem services provided by riparian forests in Latvia has been studied. The aim of this research is to investigate the methods and indicators for assessing the value of ecosystem services of riparian forests and to establish the most appropriate methods of ecosystem service valuation in the case of Latvia. The study is based on analysis of scientific publications, special literature and reports of international organizations, studying results of previously performed qualitative and quantitative research methods in the field of ecosystem service evaluation. The results of this study revealed several methods that could be applied for evaluation of ecosystem services provided by riparian forests, taking into account that the set of available data may be limited and considering the costs and span of time that may be necessary to collect the missing data. The results also show that the majority of ecosystem service evaluation indicators can be applied if appropriate earlier studies have been performed and feasible data for similar territories or conditions are available. The knowledge of the methods and indicators for evaluation of ecosystem services is a crucial factor in the decision making process, when decisions on economic development or sustainable management of ecosystem services are made.

Cooperation and financial stability of agricultural companies, especially small and medium ones, is very significant for the development of agricultural sector. In Latvia, cooperatives represent different sizes and industries: dairy, grain, fruit and vegetable, forest, agricultural services and home production. The research aim is to assess financial distress in agricultural cooperatives in Latvia by applying the prevention system indicators. The evaluation of financial indicators is based on the methodology developed by Deutscher Raiffeisenverband e.V. (DRV) – the leading association of agricultural and food industry cooperatives and cooperative-oriented companies in Germany. This system prescribes reporting and monitoring requirements for cooperatives to perform the preventive case analysis to ensure a successful operation of a cooperative or to prevent financial problems, if any. Therefore, financial indicators of cooperatives in Latvia were analysed adapting the DRV analysis methodology to the situation of Latvia to identify cooperatives requiring support to ensure viability. The evaluation of cooperatives by the number of employees, assets, sales and other financial indicators convincingly demonstrates that the largest and most financially strong cooperatives in Latvia operate in the grain sector, followed by the dairy sector. The assessment of financial distress reports that 10 out of 51 analysed cooperatives experience risk of operation. The most common threat to a cooperative in Latvia is related to its equity; however, it is recommended to evaluate this indicator in line with other indicators, for example, changes in equity in recent years and length of a cooperative’s operation.

This paper traces the growing interest in the development of Criteria and Indicators for sustainable forest since the declaration of the 'Forest Principles' at the Rio Conference 1992. Several processes are underway in the different regions of the world to define sets of criteria and indicators that can be used to assess the social, economic, and ecological sustainability of forest management. Some have focused more at national level, while others have emphasised information needs at the forest management unit level. In an attempt to produce a generic 'master set', the Center for Internetional Forestry research (CIFOR) has carried out several tests to compare the different sets of criteria and indicators currently existence. At the forest level, ecological criteria have been found much easier to apply than social ones as the latter often require an in-depth understanding of areas beyond the intermediate boundaries of the forest management unit. In an attempt to help people in different areas adapt the generic hierarchy of criteria and indicators to their own conditions, CIFOR is developing a computer programme, CIMAT, which allows for the addition of local knowledge and an iterative development of locally-specific criteria and indicators. In spite of the work still needed, the importance of defining a comprehensive but practical set of criteria and indicators lies in the fact that such a measurable and comparable methodology would build public confidence in the issue of forest sustainability.

The transformation from a linear to a circular economy model is a political priority of the European Union to develop sustainable and more efficient raw materials and waste management. The wastewater sector is an important element in the circular economy with a great potential for resource recovery such as phosphorus recovery from waste streams. With this in view, the present study’s aim was to analyse data on municipal wastewater treatment plants (>2,000 p.e.) in Latvia and the present situation with newly developed circularity indicators on waste reduction, pollutants removal, resource recovery and water reuse; thus, enabling evaluation of the level of transformation towards circularity in Latvia’s wastewater treatment plants and their future perspectives. The results showed that the wastewater sector in the country complies with legal obligations, but on the other hand, only a few solutions are practised in compliance with the principles of circular economy, i.e., reduction of wastewater discharge and increasing sewage sludge utilization as fertilizer in agriculture.

A regional analysis of performance indicators for Latvian business incubators provides a valuable insight into the performance of the business incubator ecosystem in various regions and helps to make future policy decisions on providing funding for the incubators that aim to support the growth and success of start-ups. The present research performed a regional analysis of operational programmes for two periods from 2007 to 2021. The strengths and weaknesses of Latvian business incubators across various regions of Latvia could be identified based on the analysis. This can help to make policy decisions and guide resource allocation to contribute to the development of the business incubator ecosystem in the future.
