Motivation tools for employees in regional municipal administrations of Lithuania

This article analyses the advantages of applicable measures of motivation, taking into consideration the internal environment of an organization as a whole and focuses on the impact of internal environmental factors upon the results of the organization. The paper is based on the survey results obtained by inquiring, municipal administration employees in Lithuanian districts in February-June 2010. The goal of the research was to propose and justify theoretical components for the motivation model of municipal administration employees. The major integrated groups of motivation measures that are the most influential to the factors of internal environment as the main results of research were identified. The authors focus on the positional adjustment of the combinations of motivation measures, in order to improve the motivation of municipal administration employees.

This article analyses the elements of R. Hackman’s and G. Oldman’s work characteristics model: the essential work characteristics, critical psychological states, as well as personal and activity results. Research aim is to offer municipal administrative staff innovative elements of the motivation system. The elements of employee motivation are linked with certain work characteristics, distinguishing specific features of the work process that would meet the needs of workers such as the use of self-expression and potential opportunities, ensuring satisfaction with the content of work, independence and recognition. Before suggesting innovative motivation system elements, the factors and motivation measures that most influence municipal administrative staff of Raseiniai, Joniškis, Pakruojis, Akmenė had been found out. Essential elements of work characteristics model (essential work characteristics, psychological states and personal and activity results) among the employees were identified. It presents the characteristics of innovative motivation system elements of municipal administrative staff. Main analysis methods were used: analysis of documents, quantitative research – survey, comparative analyses, methods of statistical and cluster analysis.

This article deals with the use of the service learning method in the study courses of landscape architecture bachelor studies outcomes from a student’s perspective. This kind of research is unique with combining service learning method research and involvement of student’s perspective. The service learning method, which includes both theoretical studies and practical work in the planning of actual territories and communication with the customer, is important for the development of professional competences in the field of landscape architecture. The aim of the research was to state the benefits of students’ professional growth from using this method in the study process. The article summarises the evaluation of the experience of Latvia University of Agriculture landscape architecture studies in cooperation with 3 non-governmental organisations, 8 municipalities and governmental organisations and 4 associations from 2013 to 2016. The research was based on the students’ survey. The students had to answer close-ended questions about the knowledge they had acquired from the projects of different scales. As a result of the survey, it was concluded that the students’ main benefits of professional knowledge are mainly associated with a better understanding of specific features of particular places, which is not always possible within the framework of theoretical studies. The possibility of presenting projects to a real customer, thus improving one’s presentation skills was also positively evaluated.

Currently one of the hottest local governments’ issues on the agenda of the government of Latvia is the elaboration of new improved local government finance equalization system, which is an important integral element of the implementation of regional development policy. Local government finance equalization is affecting development capacity of any territory, including rural territories. The purpose of the article is to highlight and discuss in academic society the finance equalization issues that affect the rural municipalities and work out proposals for the new system. The study does not cover all local government finance equalization system’s elements, but gives attention to three – importance of the equalization for rural local governments – municipalities (novads); revenue sources, that are necessary to include in the equalization system; criteria for calculation of local governments’ expenditure needs.

Recent developments in politics and economy has created additional challenges for medical institutions with lack of medical personnel, transportation from rural areas to medical institutions. Very often, there is a difference between medical services in urban and rural areas. In research is often mentioned that male and female persons have different evaluations on their health situation. The aim of the paper is to prepare research based recommendations for possible steps for public administrators to support availability of medical services in urban and rural areas. Tasks of the current research: analysis of theoretical findings reflected in scientific publications and discussion of research results, analysis of tendencies of self-perceived health status of population in Latvia, analysis on possible differences between gender as in scientific publications is often mentioned that female and male persons have different evaluations, analysis of health self-evaluations between inhabitants in rural and urban territories and possible differences in evaluations for persons with different employment status. Representative data from EUSILC, different statistical analysis methods and statistical indicators are used: indicators of descriptive statistics, crosstabulations, testing of statistical hypotheses with t-test and analysis of variance – ANOVA, chi-square test, as well as correlation analysis. Research results confirm that self-perceived health status in Latvia are higher in rural areas and higher health self-esteem evaluations were made by female persons.
