Our understanding of decision-making within rural households has changed substantially since interest in intrahousehold decision-making emerged in the 1980s. Conventional wisdom, rooted in the unitary theory of the household, held that households are groups of individuals who have the same preferences and fully pool their resources (Becker 1981). Accumulating empirical evidence has shifted this concept of the household in which households decide “as one” to a “collective” model in which individual household members may have different preferences, may not completely pool resources, and may bargain over outcomes in both production and consumption (Haddad, Hoddinott, and Alderman 1997).

Vietnam aims to transform its food systems in a transparent, responsible and sustainable manner. To help achieve this, the new CGIAR research initiative “Sustainable Healthy Diets through Food Systems Transformation” (SHiFT) is working with the emerging multi-stakeholder platforms in the country in order to support the planning and implementation of specific activities. This article demonstrates success already achieved.

The process of change to sustainable farming practices

The sustainability of agricultural systems is under scrutiny in many parts of the world. In the European Union farming systems are increasingly subject to legislation aimed at controlling production or the environment. Against this background a wide range of research is being undertaken into new or alternative land use systems. In this paper it is argued that sustainability in effect provides parameters for this process of change. Therefore, one of the roles of researchers is to high light the options for change available to farmers and to suggest to policy makers the likelihood and ways of improving the uptake of desirable farming practices. Examples are drawn from a variety of research being undertaken in Agricultural Systems at the University of Reading. It is concluded that a systems approach must be an integral part of progress towards increasingly sustainable farming practices and to achieve this agricultural universities must maintain a strong systems research and teaching commitment.

Economic considerations of policy issues associated with technology transfer in rural development

This paper looks into the Masagana 99 Rice Production Program to identify policy issues associated with technology transfer in rural development, determine and evaluate the economic implications of policy issues and identify research training concerns. After considering the issues, the author presents two major conclusions: 1. That Masagana 99's short-run goals and objectives focused only on increased production and productivity but overlooked the well-being of primary beneficiaries of development in terms of income, employment, education, health, participation on involvement in the program, and many others. 2. That Masagana 99 implementors failed to provide credit, marketing and processing, and technical support services. The author proceeds to present an estimate of the probable cost necessary to correct the above inefficiencies.
