Surveying urban planning experiences in Spain

Spain has had so many evolutions in its urban planning system and it is one of the countries with regional system. Regarding to its successful experience in this issue, this research tries to look over this system. In this respect, we will introduce the general characteristic of this country and will review urban system in its different levels. At the end, we will point to new urban acts and actions. Results show that despite this country’s activity in all national, regional and local levels, there is a strong planning in regional level. In recent years, it has also established new regulations to bridge the gaps in the urban planning system. Zagros forests are a treasure of various valuable species of oak in Iran and the world. Long-term misuse in the past has caused severe degradation in the Zagros forests. Recently these forests have become national but misuses by local people to make living because of poverty and unemployment are continued. In order to reduce degradation and improve sustainability, ecological capability for extensive ecotourism was assessed using multi-criteria decision-making (MCDM), geographic information system (GIS) & remote sensing (RS) in 9150 hectare of Baneh forests. The ecological criteria and sub-criteria affecting the evaluation were selected based on the literature and expert choice. The criteria and sub-criteria were weighted using the analytical hierarchy process (AHP). Sub-criteria were mapped on 1:50000 scale using available maps, field work and IRS-P6 satellite data. Then sub-criteria maps were classified and classes were scored according to literature review and expert judgments. An extensive ecotourism priority map was created using GIS-based weighted linear combination (WLC) model by MCE analysis. The most important criteria of extensive ecotourism in study area were water resources, landscape and climate. Of the whole area, 450, 7883 & 817 hectare were in 1, 2 & 3 priorities. According to compatibility of extensive ecotourism with present land uses, it can exist in the whole parts of study area ecologically. In addition, this study demonstrated the potentiality of integrating MCDM, GIS and RS techniques for resource allocation in ecotourism planning.

Gel Sefid village is in Mashayekh village in central part of Ardal city of Chahar Mahal and Bakhtiari province. In the research, QuickBird satellite image in Google Earth software was used to introduce the landscape of this village and to recognize the whole human uses and natural spots in the study area. Then the resulting map was transferred to ArcGIS 3.1 software and the area land use map was prepared after necessary processes in the software. In addition to the primary harvested polygons for providing the training samples area, field visit once again was accomplished and all the harvested complications were controlled to estimate the accuracy of the harvested complications. Therefore, all the layers were transferred to GPS and all the harvested complications were controlled by referring to the field. In the next step, to analyze the landscape of the study area, Frag Stats software and NP, CA, PERIM, MNN and SHAPE metrics were used. Results showed that local people have created the different uses in the region during consecutive years. The natural bed of area has been forest that the existence of human-made patches such as village, mining, sand workshops, roads and petrochemical pipes have caused the marginal area to face the critical level of danger and have caused the loss of biodiversity in this region. Therefore, the area preservation with the participation of local people should be the priority of programs to prevent the further damages to the area.

Industrial revolution, colonialism and spreading of patterns of development and consequently the vast rural and urban migrations and centralism in recent century caused the creation of unbalanced population distribution pattern in Iran. In addition to areas in which inequalities of environmental and productive resources increase space disparity of distribution of populations, in arease like Azerbaijan that have balanced environment and productive resources, this inbalance shows itself. The aim of this paper is to review such inequalities in the urban system. In this regard we used three index categories: Urban primacy, rank-size, and decentralization, and statistical data of years 1335 to 1385 have been assessed. The results indicate lack of equilibrium, concentration and the phenomenon of Urban primacy in urban system of the area, and during the period most indices had decreasing and were going toward the balance.

Nowadays because of various factors, including inappropriate land use, and indiscriminate exploitation of water resources, soil and vegetation, wide areas of the country were exposed to destruction of lands and desertification. Therefore dealing with this situation requires a comprehensive land use program (water and land) and appropriate environment potency. The study area is Patom district of research-educational forest in natural resources College of Tehran University, which is called kheyrud forest. In this research, the map of environmental units was prepared in which each unit contains different ecological condition from adjacent units. Moreover, the information of less stable resources of ecosystem was prepared and then the process of land capability determination was performed using specific models which were extracted from Makhdoum models. The results declared that this district of forest with attention to the work scale (1:10000) has management capabilities for harvesting, protection and ecotourism. To move towards sustainable development, providing the community needs and various expectations of natural resources, forest management should pay attention to the multiple use of forest with regarding to the ecological potency of region

South Pars oil operation activities in the south of Boshehr province require settling new population in line with balancing relations among human, space and activity in this area it is necessary to organize and arrange population and shaping new residences for new population and these are unavoidable. Under study area includes 5 counties, 11 villages and 5 cities this area reaches to Dashtestan city by north and kangan city by east and Persian Gulf by west and south. Its area is 753457 hectares. Location selection of pars new city was conducted by assessing existing conditions and defining limiters criteria of development and presenting proper option for development and using analytic hierarchy processes in this order to describe relations among goals, criteria and sub criteria and location options a hierarchical structure was provided then importance coefficient of criteria and sub criteria and weight of options and final scores of options and estimation and logical compatibility judgments were studied these stages were conducted by Expert choice software. Obtained results showed that: the must effective criteria in location finding new city of pars are infrastructures which include several sub criteria such as power, optic fiber, water and connection paths and energy resources and in this regard due to conditions of this area superficial waters are the most important factor.

Futurology of the implementation of National Land Use Document

Dou to the special importance of land use in Iran and the passage of over one year from the enactment and communication of National Land Use Document in March 2020 and the concerns about the practical steps to implement the provisions of National Land Use Document by executive organizations, the main question of this study is that in the light of the roles of related actors, how will this document be implemented? The research methodology of this study was actor-oriented, and the project was carried out based on exploratory and expert-based methods. Data were collected from 23 experts of Iran’s land use domain using a questionnaire. The data was analyzed using MACTOR futurology software. The results showed that from among the initial 33 effective actors in the Document implementation, 13 actors were selected as the main actors by the expert panel. It was observed that so far, no strong will has existed in those main actors to implement the National Land Use Document, and they don’t seem to be motivated to so in near future. In other words, the Document content and the potential of supervisory organizations are not so mandatory to force the main actors responsible for the implementation of the Document to put it into practice. Therefore, it is predicted that in future, the implementation of the Document will face serious challenges from institutions and actors. It is necessary for the responsible institutions (Planning and Budget Organization as well as Supreme Council of Land Use) to seriously follow up, make effective communications, bring about strong institutional combabilities among actors, and ask all implementing organizations to work in order to pave the ground for the formation of national will to implement the National Land Use Document as soon as possible.
