En este trabajo se analizan las representaciones sociales asociadas a la gestión del agua en el reasentamiento Nuevo Veracruz (también conocido por el nombre de Montea) ubicado en el Departamento del Huila (Colombia). Los habitantes de este reasentamiento fueron desplazados por la construcción del Proyecto Hidroeléctrico El Quimbo, el cual inundó sus tierras para la construcción del embalse. La investigación se sustenta en el estudio de caso, en el análisis de variables cualitativas y en la definición de recomendaciones para mejorar la gestión del agua, a partir de un ejercicio de prospectiva estructural. Con la reconfiguración del territorio hidrosocial se analizan los tres procesos de cambio que redefinen el territorio de forma integral y sistémica y contemplando los impactos físicos-ambientales, político administrativos y sociales. Se encuentra que los tres tipos de actores entrevistados (territoriales, académicos/ONG, institucionales), los que tienen más poder son los actores institucionales, y son estos mismos actores los que tienen representaciones sociales propias del antropocentrismo utilitario (ideas de superioridad y justificación de dominio y apropiación de la naturaleza). De la caracterización de las representaciones sociales también fue posible identificar que la pesca, el acceso al río y la relación con el agua, son los temas priorizados por la población de Nuevo Veracruz, lo cual pone en evidencia que las compensaciones por las afectaciones a las que se vio sometida esta población, en ningún momento subsanan lo que para ellos era más importante. Podría decirse entonces que una adecuada gestión del agua para los habitantes de Nuevo Veracruz, debería contemplar la recuperación de su relación con el río, con la pesca, y en general con sus condiciones de acceso y uso de este bien natural común. Se constata entonces que las compensaciones establecidas en la Licencia Ambiental del Proyecto Hidroeléctrico El Quimbo, contemplan resarcir los impactos bajo una lógica homogenizadora que no contempla las realidades socio-culturales de las personas afectadas, por lo que tienden a ser insatisfactorias. También se identifica a partir de la caracterización de las representaciones sociales que los habitantes de Nueva Veracruz gozan de una identidad comunitaria y relacionan el concepto “desarrollo” con tener unas condiciones de vida que les permitan vivir bien a todos como colectivo. Este vivir bien no es ambicioso, se trata de una forma de vivir desde la sencillez: desde la posibilidad de pescar, de educar a sus hijos, de estar tranquilos y viviendo en el campo. Finalmente, a través de la prospectiva estratégica se generan recomendaciones de gestión, se identifica que hay actores de gran influencia, y que hay un universo de actores doblegados. Con esto se corrobora lo planteado en la caracterización del territorio hidrosocial en referencia a que en el marco del Proyecto Hidroeléctrico El Quimbo se presentan muchas asimetrías de poder: son muy pocos los actores que toman las decisiones. | This paper analyzes the social representations associated with water management in the Nuevo Veracruz resettlement located in the Department of Huila (Colombia). The inhabitants of this resettlement were displaced by the construction of the hydroelectric project “El Quimbo”, which flooded their lands for the construction of the reservoir. The research is based on a case study, on the analysis of qualitative variables and the definition of recommendations to improve water management, based on a structural prospective exercise. With the reconfiguration of the hydro-social territory, the three processes of change that redefine the territory are analyzed in an integral and systemic way while contemplating the physical-environmental, political-administrative and social impacts. It is found that from the three types of actors interviewed (territorial, academic/NGO, institutional), those with more power are the institutional actors, and it is these same actors who have social representations typical of utilitarian anthropocentrism (ideas of superiority and justification of dominion and appropriation of nature). From the characterization of the social representations, it was also possible to identify that fishing, access to the river and the relationship with water are the issues prioritized by the population of Nuevo Veracruz, which shows that the compensations to which this population was subjected, at no time remedy what was most important for them. It could be said then, that an adequate water management for the inhabitants of Nuevo Veracruz should contemplate the recovery of their relationship with the river, with fishing, and in general with their conditions of access and use of this common natural good (water). It became evident that the compensations established in the environmental license of El Quimbo, contemplate compensating the impacts under a homogenizing logic that does not contemplate the socio-cultural realities of the people who were affected, which is why these compensations tend to be unsatisfactory. It is also identified from the characterization of social representations that the inhabitants of Nueva Veracruz enjoy a community identity and relate the concept of "development" with having living conditions that allow them to live well as a collective. This living well is not ambitious, it is a simple way of living: from the possibility of fishing, of educating their children, of being calm and living in the countryside. Finally, through structural prospective, management recommendations are generated. This exercise proved that there are actors of great influence, and that there is a universe of actors who are bent. This corroborates what was stated in the characterization of the hydro-social territory in reference to the fact that in the framework of El Quimbo there are many power asymmetries: very few actors are making decisions. | Magíster en Gestión Ambiental | Maestría
