Creating a Regulatory Framework for the ESG-investment in the Multimodal Transportation Development

The work states that the strategic guideline for building an effective competitive national transport system and prosperous using Ukrainian multimodal potential is the formation of a regulatory environment for scaling ESG-investment in the context of transformation to a “climate-neutral” economy. The absence of a unified methodology for (assessment) scoring ESG-direction of business as the basis for decision-making on ESG-investment is established in the world and national practice. For the first time, the author’s model of scoring trends and regularities of business development is proposed in accordance with ESG-principles, in contrast to traditional trend dynamic models, which identifies and iteratively conceptualizes processes by the set of ESG-indicator components determined using the cocoupling-analysis toolkit (tools for assessing the cocoupling-effect). A classification of the cocoupling-effect has been developed and each of its types has been characterized. Possible options for ESG-effectiveness of business are identified, which conditionally correspond to the four zones of the ESG-investment decision-making matrix. A research on the expected cocoupling-effect of ESG-investment in the multimodal transportation development is carried out to validate the feasibility of implementation the author’s scoring model for the ESG-direction of business and obtaining realistic results according to the data of the International Energy Agency and the State Statistics Service of Ukraine. An effective measures arsenal of creating the regulatory framework for ESG-investment in the multimodal transportation development is identified and a Roadmap is proposed for their high-quality implementation, which would ensure positive changes in Ukraine’s position in the world ranking of countries by multimodal potential usage efficiency.

Climate change is an inevitable global challenge of the 21st century. For developing countries like Ethiopia, it intensifies existing challenges towards ensuring sustainable development. Adopting the protection motivation theory, this study examined factors affecting the practice of climate change adaptation and mitigation strategies among farmers. The study employed a mixed research approach to assess the subjective understanding of farmers about climate change threats and identify factors determining their responses to climate change effects. Qualitative data were collected using focus group discussions and interviews. Quantitative information was gathered using semi-structured survey from 296 randomly selected farmers. Qualitative data was dominantly analysed using content analysis, while descriptive and inferential statistics were applied to analyse quantitative data. Almost all respondents (97%) perceived that climate change was occurring and threatening their wellbeing. Dwindling precipitation, increasing temperature and occurrence of human and animal disease were perceived to represent climate change effects. From nationally initiated strategies, farmers were found to largely practice soil and water conservation, which they perceived as less costly and compatible to local knowledge. The result of binary logistic regression revealed that perceived severity of climate change, perceived susceptibility to climate change threat, perceived own ability to respond, response efficacy, and cost of practices predicted farmers’ motivation to practice climate change adaptation and mitigation strategies. Thus, building a resilient system should go beyond sensitizing climate response mechanisms. Policies should focus on human capital development and economic empowerment which would enable farmers to pursue context-specific adaptation and mitigation strategies, thereby maintaining a sustainable livelihood.

In the article “Professor Tinbergen’s Method” (Keynes J. M. Professor Tinbergen’s Method. − The Economic Journal. 1939. Vol. 49. No. 195) John Maynard Keynes expressed critical notes concerning insufficient scientific level of the Jan Tinbergen’s results obtained with the help of econometric methods. The conclusion of present research is that the critical appraisal of econometric applying given by John Maynard Keynes in 1939 can be completely assigned to many published in Latvia research in economics and business done by inductive statistics because scientists carelessly apply the linear regression model in absence of the knowledge a priori required by proper theorems and algorithms. Moreover, many times there is no sense even to speak about stochastic experiment because the most important condition − ceteris paribus does not fulfil, namely, economic environment is not homogeneous enough. As the result, the causal inferences derived from Regression Report are not scientifically justified. The second conclusion is that the objective criticism in econometrics applications area in order to keep the satisfactory level of scientific correctness and scientific ethics in Latvia has to be established. We also assert that the applications of inductive econometrics in agriculture are much more justified due to possibility to repeat the stochastic experiments many times in constant circumstances like in physics and mechanics. The meta-target of present article is to remind the protests of John Maynard Keynes to the careless utilization of econometric theorems and to raise a wide discussion about the problems of correctness in applying inductive statistics in economics and agriculture in Latvia.

X Baltic-Nordic Agrometrics conference “Mathematics and Statistics Society for Sustainable Development” was held from 15 to 17 September at the Latvian University of Agriculture (LLU) in the framework of the Nordplus Higher Education 2016 project NPHE-2016/10342 “Raising awareness about the role of math skills in building specialists’ competence for the sustainable development of society”. Agrometrics is mathematics and statistics in agricultural science and studies. The aim of the X Baltic-Nordic Agrometrics conference was to exchange ideas, find out new solutions or highlight topical problems on the mathematics, statistics, informatics and physics education tendencies, practical application and research in the context of sustainable development.
