Patterns of interindustry flows of hired agricultural labor in the period 1957–1960 are analyzed through the use of longitudinal data developed from Social Security records. An attempt is made to account for the observed fact that despite sizable out‐migration of human resources from the agricultural sector there has been little, if any, increase in relative returns to labor in agriculture. Generally, this has been explained in terms of the presence of a dynamic disequilibrium in the agricultural labor market. However, an alternative explanation is offered, viz., that the market for agricultural labor has been in dynamic equilibrium, with the equilibrium earnings differential between the agricultural and nonagricultural sectors reflecting the combination of costs of movement (both objective and subjective) and artificial barriers to labor mobility between these sectors.

The previous review prepared for the Seventh Session of the Commission (February 1965), noted that, the food-and. agricultural situation in Africa was unsatisfactory in many, respects. In 1962/63 the region’s total agricultural production was estimated to have risen by.7 Per cent, but much of this represented recovery of production from the very low level of the year before. Production estimates for the following year (1963/64) have been revised upwards to give an increase of just over 3 percent which is fractionally greater than the population growth.

Strength tests were made using testing apparatus similar to that used by the National Swedish Testing Institute for Agricultural Machinery and the National Institute of Agricultural Engineering, Silsoe, England, to establish whether or not the safety frame is of adequate strength to prevent excessive deformation in the event of an overturning accident. The deflections of this frame during impact and crushing tests were within satisfactory limits. The frame did not unduly affect accessibility, visibility or maintenance, and no change was noticed in the noise level to which the driver was subjected.
