Inquiry of method about determining the ecological standard of urban flood control | 城市生态防洪标准的确定方法探究

chinois. 鉴于人口容量是现行城市防洪标准确定中最主要的影响因素，从生态学角度对人口容量的确定方法进行分析探讨，为城市防洪标准的确定提供新的思路。根据城市各类生物资源、能源及土地类型，基于生态足迹分析法，采用合适的产量因子及均衡因子，计算城市生态人口容量，最后根据生态人口容量确定城市等级及其生态防洪标准，并以陕西咸阳市为例进行了分析。基于生态足迹分析法得到的咸阳市生态人口容量为35.08万人，由此确定其生态防洪标准为50年一遇，比由现状非农业人口数量确定的100年一遇的防洪标准低。在确定城市防洪标准的过程中，计算生态人口容量时必须考虑城市生态承载力，否则会导致防洪标准偏大。
