Inquiry of method about determining the ecological standard of urban flood control | 城市生态防洪标准的确定方法探究

Китайский. 鉴于人口容量是现行城市防洪标准确定中最主要的影响因素，从生态学角度对人口容量的确定方法进行分析探讨，为城市防洪标准的确定提供新的思路。根据城市各类生物资源、能源及土地类型，基于生态足迹分析法，采用合适的产量因子及均衡因子，计算城市生态人口容量，最后根据生态人口容量确定城市等级及其生态防洪标准，并以陕西咸阳市为例进行了分析。基于生态足迹分析法得到的咸阳市生态人口容量为35.08万人，由此确定其生态防洪标准为50年一遇，比由现状非农业人口数量确定的100年一遇的防洪标准低。在确定城市防洪标准的过程中，计算生态人口容量时必须考虑城市生态承载力，否则会导致防洪标准偏大。

The method of determining population capacity is discussed in terms of ecology in this paper to provide new ideas of determining the standard of urban flood control. Take Xianyang for example. The ecological standard of urban flood control is finally determined according to the urban ecological population carrying capacity. The ecological standard of urban flood control is 50 a according to its ecological population capacity of 35.08 million that is determined by the method of ecological footprint analysis. And it is lower than the standard of 100 a which is obtained from its status non-agricultural population. When calcuating the ecological population capacity,ecological capacity must be considered to determine the ecological standard of urban flood control, otherwise the standard of urban flood control would be excessive.
