Lease of land in Poland in 1991-95

Problems with the sale of land owned by the state treasury, which was in fairly large supply on the market, as well as the lack of capital in agriculture and its low rate of return, led in 1991-95 to essential changes in the structure of the land market connected with its division into purchase deals and lease agreements. The total area of leased land - regardless of the source from which it was obtained and the year in which the lease agreements were signed, is estimated at about 12 of the total area of arable land managed by peasants (running small family farms). In Poland, incentives designed to stimulate the sale of land with a view to increasing the acreage of other farms continue to be one of the weak points of the state's policy relating to land management. In fact, these incentives are limited to the little effective mechanism included in the pensions regulations
