Productivity of rice in swampy area in South Kalimantan is still very low, about 2-3 ton ha-1, but the growth rate of rice production in South Kalimantan from 1990 to 1996 was quite good. The potential land suitable for rice production in South Kalimantan is about 200.000 ha. The constraints of rice production in those area are water management, inadequate high quality seed, method of land preparation, weed control and pest and disease control. The non-technical constraints for rice development are how to motivate farmers to grow rice in swamp area, available man power, external support for seeds, fertilizer and capital supply
