Food crisis: lessons of recent history | Crisis de los alimentos: lecciones de la historia reciente

Este artículo presenta los aprendizajes obtenidos en la crisis de precios de los alimentos de los años 70 en donde los precios reales, subieron a niveles mucho más altos que los actuales y muestra una amplia coincidencia con la situación del precio de los alimentos que vivimos hoy. De la crisis actual hay una serie de elementos de diagnósticos que son consensuados, otros aún son materia de debate, sin embargo lo que es claro es que nos enfrentamos a un nuevo mercado de commodities agrícola. El texto pone en evidencia dos conclusiones fundamentales; en primer lugar, el contexto de mayor volatilidad de los mercados financieros y las tendencias estructurales de la economía mundial, imponen la urgencia de contar con políticas de seguridad alimentaria a largo plazo como política de estado. En segundo lugar, la situación actual es una oportunidad para que países de la región, puedan reposicionar sus agriculturas en el contexto mundial, y promover iniciativas para que países importadores construyan políticas de substitución de importaciones agrícolas con recursos ociosos de tierra y mano de obra existentes de la agricultura familiar campesina.

This article analyzes and presents the learning acquired during the food crisis of the 70's when the real prices raised to much higher levels than the current ones constituting a wide coincidence with the food price situation we are living today. In the current crisis, there is a series of diagnosis elements which promotes consensus while others are still being debated; however what is clear is that we are facing a new market of agricultural commodities. The text gives evidence of two fundamental conclusions; in the first place, the context of greater volatility of the financial markets and the structural tendencies of the world-wide economy impose the urgency of counting on long term policies of nourishing security as a state policy. In the second place, the current situation is an oportunity for countries in the region to resettle their agriculture in the world context, and promote initiatives so that the imports countries can build up policies of substitution for their agricultural exports using idle land resources and the existing manual labour of the family-based farming agriculture.
