Nepal - Rural Access Improvement Project : indigenous peoples plan

This Vulnerable Community Development Framework (or Indigenous Peoples Plan - IPP) anticipates issues stemming from the implementation of subprojects under the Rural Access Improvement Project in Nepal, and provides the framework to address impacts on vulnerable groups, ensure meaningful consultations, and, ensure as well these groups are provided assistance, in accordance with their own priorities. The project will consider, to the extent possible, alternative sites, and engineering designs to avoid, or minimize adverse impacts on vulnerable people, while technical assistance will be provided, targeted specifically at vulnerable groups to enhance their livelihoods, through training, and income generating activities. Local nongovernmental organizations working closely with the project, shall actively provide basic skill training, or customize training programs to meet the needs of illiterate people, while employment opportunities will be provided under project works. Monitoring and evaluation mechanisms shall ensure compliance with the process set forth in this framework, and grievance mechanisms will be established should conflict occur, to ensure living standards are improved, or at least comparable to the former living status of vulnerable groups.
