Croissance, agriculture et emploi en Inde : l’impossible transformation lewisienne

La population de l’Union fédérale et démocratique de l’Inde dépasse 1,2 milliards d’habitants au dernier recensement général (2011), avec près de 55% des actifs dépendants encore de l’agriculture. L’exposé, articulé sur trois niveaux d’analyse (comparaisons internationales depuis 1970, économie politique depuis l’Indépendance des Britanniques en 1947, diagnostic agraire micro-localisé en 2014), montre comment le sous-continent ne parvient pas, malgré diverses stratégies, à s’émanciper d’une trajectoire opposée au modèle lewisien de croissance moderne : la population active agricole augmente au lieu de régresser, de même que son écart de revenu moyen avec les autres actifs. L’affirmation en 1991 de la libéralisation économique a bien dopé la croissance non-agricole mais cette dernière s’avère bien trop pauvre en emplois. Ceci exacerbe une pression foncière aggravée localement – et pour les plus démunis – par d’inégaux accès à la terre, à l’eau et à la valeur ajoutée. Face à cette transformation structurelle hétérodoxe mais bien réelle, la capacité indienne d’innovations institutionnelles et techniques est fortement interpellée. Il en va de même avec le paradigme lewisien de croissance et de convergence qui est interrogé autant en Inde que chez ses voisins.

Английский. The population of the federal and democratic Union of India exceeded 1.2 billion people in the last general census (2011), with still nearly 55% of its workforce dependent on agriculture. The paper, based on three levels of analysis (international comparisons since 1970, political economy since the Independence from the British in 1947, micro-located agrarian diagnosis in 2014), shows how the subcontinent cannot free itself – despite various strategies – from the opposite track of the lewisian model of modern growth: the agricultural workforce increases instead of decreasing, as well as its income gap with other workers. The economic reforms of 1991 have boosted growth in the non-farm sector but the latter generates too few jobs. This exacerbates the land-labour ratio, worsen locally, and for the poorest, by unequal access to local resources and value-added. Faced with this unorthodox but very real structural transformation, the Indian ability for institutional and technical innovations is challenged more than ever. It is the same with the lewisian paradigm of growth and convergence that is questioned by India and its Asian neighbors who gather more than half of humanity.
