Economic concentration of enterprises on the example of the Estonian food industry | Ettevõtete majanduslik kontsentratsioon Eesti toiduainetööstuse näitel

Toidutööstuste konkurentsi Eestis saab pidada tihedaks ning Euroopa tasandil onedukateks ettevõteteks innovaatilised ja tootlikkuse kasvule keskendunud ettevõtted, keson suunanud äritegevuses fookuse toidutoodete maine ja kõrge kvaliteedi säilitamiseksning arendamiseks, leides erinevaid võimalusi üha kasvava ja sh muutuva inimestetoidueelistuste täitmiseks. Teema on oluline nii majanduspoliitiliselt kui sotsiaalselt, sestmajanduslik kontsentratsioon mõjutab konkurentsi turul, sisenemis- ja kasvuvõimalusi,tootlikkust, hindu kui ka töötingimusi valdkonnas. Käesoleva töö eesmärgiks on väljaselgitada Eesti toiduainetööstuse ettevõtete majanduslik kontsentratsioon erinevateltegevusaladel ning eesmärgi saavutamiseks analüüsitakse äriregistri andmeid toiduainetetootmisega tegelevate ettevõtete 2019. aasta majandusaasta aruannete alusel, mis kogutiuuringu „Varustuskindluse tagamine toidu, esmatarbekaupade, isikukaitsevahendite javee tarneahelas Eestis“ raames. Andmete analüüsiks kasutatakse arvutustes enamlevinudkontsentratsioonimäärasid CR4 ja HHI. Kontsentratsioonimäärade CR4 ja HHI aluselnähtus, et tegevusalade lõikes on Eesti toidutööstuse ettevõtete kontsentratsioonimääroluliselt erinev ning enim kontsentreerunud tegevusalad Eesti toidutööstuses on õli jarasva tootmine (CR4 = 99.97%, HHI = 9 226, sisuliselt monopol), jäätisetööstus (CR4 =99.67%, HHI = 4 779) ning jahu ja kuivainete tootmine (CR4 = 98.39%, HHI = 6 856).Kalatööstus on madalaima kontsentratsiooni tasemega (CR4 = 39.61%, HHI = 600) ehkkõige lähemal täieliku konkurentsi turutingimustele. Varasemate ELi tasandil uuringutegatoiduainetööstuse kontsentratsiooni kohta leidus sarnasus Eesti toiduainetööstusestegevusaladel nagu õli- ja rasvatootmise ning jahu ja tangainete kõrge kontsentratsioonitaseme osas, ent erisusena nähtus kalatööstus, mille puhul oli kontsentratsioonimääretteaimamatult madal ning liha-, piimatööstuse ning pagari- ja makaronitoodete tootjatepuhul oli kontsentratsioonitase oluliselt kõrgem.

Английский. Competition in the food industries in Estonia can be considered intense. At the Europeanlevel, successful companies are innovative and productivity-focused companies that havefocused on maintaining and developing their reputation and high-quality food productsand are finding different ways to meet the growing and changing food preferences ofpeople. The issue is important both economically and socially, as economic concentrationaffects competition in the market, opportunities for entry into the market and growth,productivity, prices, and working conditions in the sector. The aim of this work is to findout the economic concentration of Estonian food industry companies in different fields ofactivity, and in order to achieve this goal, the data of the commercial register are analyzedon the basis of the 2019 annual reports of food production companies, which werecollected within the study “Ensuring the security of supply in the food, consumer goods,personal protective equipment, and water supply chain in Estonia.” The most commonconcentration levels, CR4 and HHI, are used in the calculations for data analysis. Basedon the concentration rates of CR4 and HHI, it was found that the concentration rate ofEstonian food industry companies differs significantly by economic activity, and the mostconcentrated activities in the Estonian food industry are oil and fat production (CR4 =99.97%, HHI = 9,226, essentially monopoly), ice cream industry (CR4 = 99.67%, HHI =4,779) and flour and dry matter production (CR4 = 98.39%, HHI = 6,856). The fishingindustry has the lowest concentration level (CR4 = 39.61%, HHI = 600), i.e., it is theclosest to full competition market conditions. Previous studies at the EU level on theconcentration of the food industry showed similarities in the Estonian food industry inareas such as oil and fat production and the high concentration of flour and cereals;however, the difference was the fishing industry, which had unpredictably low levels ofconcentration and for the meat, dairy, bakery and pasta producers, the concentration levelswere significantly higher.
