Benchmarking jako forma oceny warunków rozwoju gminy

польский. Artykuł porusza problem wykorzystania metody benchmarkingu do oceny warunków rozwoju jednostek samorządu terytorialnego na przykładzie gminy Tomice (powiat wadowicki). Wykonana przy użyciu wskaźników analiza benchmarkingowa umożliwia wskazanie pozycji gminy na tle innych, uznanych za podobne oraz opracowanie alternatywnych kierunków rozwoju uwzględniając słabe i mocne strony gminy oraz otoczenie konkurencyjne. Kluczem do sukcesu jest oparcie pomysłów rozwojowych gmin o dostępne zasoby i odpowiednie ich wykorzystanie. Dzięki wdrożeniu innowacyjnego benchmarkingu na płaszczyźnie samorządów lokalnych, dostosowaniu do turbulentnego otoczenia oraz podejmowania przemyślanych działań, gmina ma szansę uzyskać przewagę nad innymi. W przypadku Tomic zwrócono uwagę na wizerunek i promocję, a segmentem mającym szansę wpłynąć na stabilny rozwój okazała się turystyka i agroturystyka.

Английский. The paper describes the implementation of benchmarking to the evaluation of the conditions of the community development. The research was made on Tomice community (Wadowice poviat). Benchmarking conducted with the use of specially tailored indicators was used to show the position of the community in comparison to similar communities. This method allows for predicting the alternative directions of the community development, considers the strengths and weaknesses of the community and its competitive surroundings. The key to success is to use won resources for the products and services. To be competitive the products and services have to be properly used. If few requirements are fulfilled i.e.: the innovative benchmarking is implemented, the community is adjusted to changing surrounding and the actions taken are carefully analyzed, then the community may be better off than other similar communities. Taking into consideration commune`s resources and environment, tourism and agritourism are the sectors that might contribute to its stable development.
