External costs of PM2.5 pollution in Beijing, China: Uncertainty analysis of multiple health impacts and costs

Some cities in China are facing serious air pollution problems including high concentrations of particles, SO2 and NOx. Exposure to PM2.5, one of the primary air pollutants in many cities in China, is highly correlated with various adverse health impacts and ultimately represents a cost for society. The aim of this study is to assess health impacts and external costs related to PM2.5 pollution in Beijing, China with different baseline concentrations and valuation methods. The idea is to provide a reasonable estimate of the total health impacts and external cost due to PM2.5 pollution, as well as a quantification of the relevant uncertainty. PM2.5 concentrations were retrieved for the entire 2012 period in 16 districts of Beijing. The various PM2.5 related health impacts were identified and classified to avoid double counting. Exposure-response coefficients were then obtained from literature. Both the value of statistical life (VSL) and the amended human capital (AHC) approach were applied for external costs estimation, which could provide the upper and lower bound of the external costs due to PM2.5. To fully understand the uncertainty levels, the external cost distribution was determined via Monte Carlo simulation based on the uncertainty of the parameters such as PM2.5 concentration, exposure-response coefficients, and economic cost per case. The results showed that the external costs were equivalent to around 0.3% (AHC, China's guideline: C0 = 35 μg/m3) to 0.9% (VSL, WHO guideline: C0 = 10 μg/m3) of regional GDP depending on the valuation method and on the assumed baseline PM2.5 concentration (C0). Among all the health impacts, the economic loss due to premature deaths accounted for more than 80% of the overall external costs. The results of this study could help policymakers prioritizing the PM2.5 pollution control interventions and internalize the external costs through the application of economic policy instruments.

A complete accounting of net greenhouse gas balance (NGHGB) and greenhouse gas intensity (GHGI) affected by Fe(III) fertilizer application was examined in typical annual paddy rice-winter wheat rotation cropping systems in southeast China. Annual fluxes of soil carbon dioxide (CO₂), methane (CH₄) and nitrous oxide (N₂O) were measured using static chamber method, and the net ecosystem exchange of CO₂ (NEE) was determined by the difference between soil CO₂ emissions (RH) and net primary production (NPP). Fe(III) fertilizer application significantly decreased RH without adverse effects on NPP of rice and winter wheat. Fe(III) fertilizer application decreased seasonal CH₄ by 27–44%, but increased annual N₂O by 65–100%. Overall, Fe(III) fertilizer application decreased the annual NGHGB and GHGI by 35–47% and 30–36%, respectively. High grain yield and low greenhouse gas intensity can be reconciled by Fe(III) fertilizer applied at the local recommendation rate in rice-based cropping systems.

‘Blue’ carbon ecosystems are important carbon storage providers that are currently not protected by any international mechanism, such as REDD. This study aims to contribute to raising awareness in the political domain about the ‘blue’ carbon issue. This analysis also provides guidance in terms of how to value stock and flows of ecosystem services adding to the debate begun by the Costanza et al. (1997) paper in Nature. Through scenario analysis we assess how human welfare benefits will be affected by changes in the European coastal blue carbon stock provision. The current extent of European coastal blue carbon has an accounting stock value of about US$180million. If EU Environmental Protection Directives continue to be implemented and effectively enforced, society will gain an appreciating asset over time. However, a future policy reversal resulting in extensive ecosystem loss could mean economic value losses as high as US$1billion by 2060.

As one of the world’s largest economies, Chinese economy is maintaining the rapid economic development along with the cost of environmental degradation. The role of fiscal policy instruments is still unknown in the Chinese pollution equation. To do this, the present study is an effort to quantify the nexus of fiscal policy instruments and environmental degradation for Chinese economy over 1980 to 2016. The results reveal that fiscal policy instruments significantly increase the environmental degradation in the long run. The GDP and energy consumption of Chinese economy also enhance the environmental degradation respectively. The innovative accounting approach and diagnostics tests also applied to confirm the empirical estimates of study are reliable and valid for policy implications. The outcomes of study reveal that expansionary fiscal policy will lead to environmental degradation. Therefore, the Chinese authorities may consider the usage of advance and eco-friendly production methods to sustain the fast-growing economic growth along with the healthier environment.

The purpose of this study is to estimate the benefits of ecosystem services for prioritization of land use conservation and to highlight the importance of ecosystem services by comparison between ecosystem service value and green GDP accounting. Based on land use pattern and benefit transfer method, this research estimated value of ecosystem services in Taiwan. Scientific information of land use and land cover change is accessed through multi-year satellite imagery moderate resolution imaging spectroradiometer (MODIS), and geographic information system (GIS) technology. Combined with benefit transfer method, this research estimated the ecosystem service valuation of forest, grassland, cropland, wetland, water, and urban for the period of 2000 to 2015 in Taiwan. It is found that forest made the greatest contribution and the significant increasing area of wetland has huge potential benefit for environmental conservation in Taiwan. We recommend placing maintaining wetland ecosystem in Taiwan with higher priority. This research also compared ecosystem service value with natural capital consumption which would essentially facilitate policy makers to understand the relationship between benefits gained from natural capital and the loss from human-made capital.

Land use conversion and fertilization have been widely reported to be important managements affecting the exchanges of greenhouse gases between soil and atmosphere. For comprehensive assessment of methane (CH₄) and nitrous oxide (N₂O) fluxes from hilly red soil induced by land use conversion and fertilization, a 14-month continuous field measurement was conducted on the newly converted citrus orchard plots with fertilization (OF) and without fertilization (ONF) and the conventional paddy plots with fertilization (PF) and without fertilization (PNF). Our results showed that land use conversion from paddy to orchard reduced the CH₄ fluxes at the expense of increasing the N₂O fluxes. Furthermore, fertilization significantly decreased the CH₄ fluxes from paddy soils in the second stage after conversion, but it failed to affect the CH₄ fluxes from orchard soils, whereas fertilizer applied to orchard and paddy increased soil N₂O emissions by 68 and 113.9 %, respectively. Thus, cumulative CH₄ emissions from the OF were 100 % lower, and N₂O emissions were 421 % higher than those from the PF. Although cumulative N₂O emissions were stimulated in the newly converted orchard, the strong reduction of CH₄ led to lower global warming potentials (GWPs) as compared to the paddy. Besides, fertilization in orchard increased GWPs but decreased GWPs of paddy soils. In addition, measurement of soil moisture, temperature, dissolved carbon contents (DOCs), and ammonia (NH₄ ⁺-N) and nitrate (NO₃ ⁻-N) contents indicated a significant variation in soil properties and contributed to variations in soil CH₄ and N₂O fluxes. Results of this study suggest that land use conversion from paddy to orchard would benefit for reconciling greenhouse gas mitigation and citrus orchard cultivation would be a better agricultural system in the hilly red soils in terms of greenhouse gas emission. Moreover, selected fertilizer rate applied to paddy would lead to lower GWPs of CH₄ and N₂O. Nevertheless, more field measurements from newly converted orchard are highly needed to gain an insight into national and global accounting of CH₄ and N₂O emissions.

Background, aim and scope In the region of the Apuseni Mountains, part of the Western Carpathians in Romania, metal mining activities have a long-standing tradition. These mining industries created a clearly beneficial economic development in the region. But their activities also caused impairments to the environment, such as acid mine drainage (AMD) resulting in long-lasting heavy metal pollution of waters and sediments. The study, established in the context of the ESTROM programme, investigated the impact of metal mining activities both from environmental and socioeconomic perspectives and tried to incorporate the results of the two approaches into an integrated proposition for mitigation of mining-related issues. Study site The small Certej catchment, situated in the Southern Apuseni Mountains, covers an area of 78 km². About 4,500 inhabitants are living in the basin, in which metal mining was the main economic sector. An open pit and several abandoned underground mines are producing heavy metal-loaded acidic water that is discharged untreated into the main river. The solid wastes of mineral processing plants were deposited in several dumps and tailings impoundment embodying the acidic water-producing mineral pyrite. Methods The natural science team collected samples from surface waters, drinking water from dug wells and from groundwater. Filtered and total heavy metals, both after enrichment, and major cations were analysed by inductively coupled plasma optical emission spectroscopy (ICP-OES). Major anions in waters, measured by ion chromatography, alkalinity and acidity were determined by titration. Solid samples were taken from river sediments and from the largest tailings dam. The latter were characterised by X-ray fluorescence and X-ray diffraction. Heavy metals in sediments were analysed after digestion. Simultaneously, the socioeconomic team performed a household survey to evaluate the perception of people related to the river and drinking water pollution by way of a logistic regression analysis. Results and discussion The inputs of acid mine waters drastically increased filtered heavy metal concentrations in the Certej River, e.g. Zn up to 130 mg L⁻¹, Fe 100 mg L⁻¹, Cu 2.9 mg L⁻¹, Cd 1.4 mgL⁻¹ as well as those of SO₄ up to 2.2 g L⁻¹. In addition, river water became acidic with pH values of pH 3. Concentrations of pollutant decreased slightly downstream due to dilution by waters from tributaries. Metal concentrations measured at headwater stations reflect background values. They fell in the range of the environmental quality standards proposed in the EU Water Framework Directive for dissolved heavy metals. The outflow of the large tailing impoundment and the groundwater downstream from two tailings dams exhibited the first sign of AMD, but they still had alkalinity. Most dug wells analysed delivered a drinking water that exhibited no sign of AMD pollution, although these wells were a distance of 7 to 25 m from the contaminated river. It seems that the Certej River does not infiltrate significantly into the groundwater. Pyrite was identified as the main sulphide mineral in the tailings dam that produces acidity and with calcite representing the AMD-neutralising mineral. The acid-base accounting proved that the potential acid-neutralising capacity in the solid phases would not be sufficient to prevent the production of acidic water in the future. Therefore, the open pits and mine waste deposits have to be seen as the sources for AMD at the present time, with a high long-term potential to produce even more AMD in the future. The socioeconomic study showed that mining provided the major source of income. Over 45% of the households were partly or completely reliant on financial compensations as a result of mine closure. Unemployment was considered by the majority of the interviewed persons as the main cause of social problems in the area. The estimation of the explanatory factors by the logistic regression analysis revealed that education, household income, pollution conditions during the last years and familiarity with environmental problems were the main predictors influencing peoples' opinion concerning whether the main river is strongly polluted. This model enabled one to predict correctly 77% of the observations reported. For the drinking water quality model, three predictors were relevant and they explained 66% of the observations. Conclusions Coupling the findings from the natural science and socioeconomic approaches, we may conclude that the impact of mining on the Certej River water is high, while drinking water in wells is not significantly affected. The perceptions of the respondents to pollution were to a large extent consistent with the measured results. Recommendations and perspectives The results of the study can be used by various stakeholders, mainly the mining company and local municipalities, in order to integrate them in their post-mining measures, thereby making them aware of the potential long-term impact of mining on the environment and on human health as well as on the local economy.
