Evaluation of results of forest regeneration after stump extraction in Finland

The interest in stumps has increased with recent boost of the bioenergy in Europe. Fuel yield from stumps can be as high as from harvesting residues. The most valuable areas for stump extraction are spruce and pine stands on dry mineral soils. In Finland the utilization of stumps for energy is rapidly moving from the testing phase to forest practice. In 2005 the use of stump wood chips by heating and power plants totalled 0.4 mill. m**3, tripled the consumption of 2004, which corresponds to 14% of the total consumption of forest chips in Finland. Extensive whole-tree harvesting trials in Sweden demonstrate that removal of stumps and slash from clear-felled sites has a strong positive impact on natural forest regeneration. Results from Finland indicate that stump and slash removal can improve productivity and quality of subsequent re-planting of harvested forest sites. The majority of available studies on root rot control demonstrate that subsequent forest regeneration is more successful on sites where the stumps have been removed. The scope of this study was to evaluate quality of forest regeneration after stump extraction in Finland according to the national regulations in Latvia. Number, size, distribution and mortality of seedlings were estimated in 15 compartments. Additionally, moisture and compaction of soils were determined. Results of the study approved that regeneration of forest stands on fertile mineral soils after stump extraction was successful and combination of mounding with scarification during stump extraction provides sufficient growing conditions for new seedlings.

Tracked forwarders is one of the solutions for the forest soils with poor bearing capacity providing ability to use well-known technology for reasonable cost to improve accessibility of forest resources. Tracked forwarders are not common in forest nowadays and only a few models are produced serially. The ProSilva F2/2 is a new middle-class forwarder, whose frontal tracks are replaced with big tires, ensuring large contact surface, increased mobility of the machine and significantly reduced mass without loosing the load capacity (15 tonnes). The aim of the study was to evaluate productivity, soil impact and cost of the roundwood forwarding using the ProSilva F2/2. The study was conducted in Finland. Productivity (time per crane cycle, split into operations and loads), load size, depth of ruts and soil compaction were estimated during the study. According to the study results, the average productivity is 16 m**3 per hour (driving distance to a landing site 200 m, driving speed 2.8 km hE-1, average load 9.7 m**3). The productivity can be significantly increased by more efficient utilization of the load capacity and by using gripper with the tilt function. The length of ruts on peat soil (56 m haE-1) does not exceed the permitted threshold values in Latvia. The compaction of soil took place mainly in topsoil, no changes in soil density were observed in deeper soil layers. The prime cost of forwarding according to the preliminary estimates is 2.5 € mE-3 if the annual production is at least 62000 m**3. Utilization rate is important to keep forwarding cost low.

The legal regulation of the public sector auditing among the Supreme Audit Institutions (SAI) of the Northern and Central-European countries holds the potential to offer new perspectives on the functioning and independence of these public audit institutions. This paper aims to examine the external audit practice among the Baltic Sea Region countries as it is defined in the laws and legal acts aimed at the functioning of the particular institution. The task was carried out by conducting an analysis of the legal regulation of the corresponding supreme audit institutions. Overall, SAIs in the Baltic Sea Region closely cooperates with the Parliaments in the reporting phase. Meanwhile, most of them are closely integrated with the legislative power during the phase of the appointment of the head of the audit institution as well as during the budgeting phase and later on during the reporting phase. The research shows that among the Baltic Sea Region countries the Supreme Audit Institutions pursue audits in diverse range of fields as stipulated in the legal regulations. The paper also indicates a space for further research in the field of the SAI legal regulation, audit merit and further interrelation with the executive and legislative powers as well as the impact of such cooperation on the functioning of the accountability system in the particular country.

Baltic States and Finland are vibrant regions with similar sized population and historical experience. Their adaptation to the new digital era is undermined by lack of professionals. Across the EU a major reason for labour shortage in science, technology, engineering and mathematics (STEM) fields professionals lies in the insufficient supply of higher education graduates due to stagnant enrolment rates in STEM fields. The aim of this research addresses the existing trends in tertiary STEM education in Finland, Estonia, Latvia and Lithuania. This includes the tasks of analysing the quantitative trends (enrolment and graduation) in the HEIs of Baltics and Finland over the period from 2013 to 2017 as well as analysing the structural changes taking place in the respective higher education systems from 2013 to 2018. The Baltic States combined have numerical advantages in terms of young people, and young professionals (25−34 year olds) with tertiary education. However, in terms of the number of students and graduates Finland is at the forefront. The largest proportion of students enrolling in STEM fields lie within Finland (33.9%) whereas the smallest one is in Latvia (24.0%). Finland is also a leader in the share and total number of information and communication technology (ICT) graduates. In the period 2013−2017 Latvia’s results improved in two (5th and 6th) of the STEM study fields, Lithuania made a remarkable result in one STEM (6th) field by 46.9%, Estonia saw a relative increase in the 5th and 6th study field while Finland experienced a numerical decrease in all three STEM fields.

Catch crops contribute to soil and environmental quality, which has determined a growing interest in their use as a nature-based solution. Though, the introduction of catch crops increases the complexity of farm management and is related with additional costs. In Latvia, the area under catch crops accounts for less than 5% of the arable land, while 30% is bare over the winter. In order to identify the possibilities for promoting of catch crops in Latvia, the objective of the study is to explore the support practices for growing of catch crops in the Baltic Sea region countries. The paper seeks to explore the main benefits associated with the growing of catch crops, followed by the study and synthesis of the main support measures. For the study, numerous information sources have been explored and appropriate research methods applied. Catch crops reduce nutrient leaching from the soil, transfer nutrients to the next crop, improve soil quality, reduce soil erosion, and mitigate climate change; these benefits can translate also at farm level, mainly as reduced N inputs. Growing of catch crops is being increasingly supported in the Baltic Sea countries – as a greening measure and by different agri-environment and climate measures of the RDPs 2014−2020. Growing of economic focus area catch crops (supported in quite a similar approach in these countries) and introduction of agri-environment scheme for catch crops (supported in directly and/or indirectly targeted way) can contribute to the solving of environmental problems and decrease the share of bare land left over the winter in Latvia.

The model of automation and extension of tourism economic impact assessment in specific regions Tourism is measured by the statistics of visitor movements, expenditure and estimates of the number of visitor facilities. In the world there are many current tools, methodologies and innovative technologies used to measure the economic impact of tourism. Tourism statistics have been on the frontline of Big Data-related innovations of statistical sources and methods. Data from mobile phones (as part of Big Data set) are increasingly used as new indices for social science research. Therefore, this paper looks for an answer to the question – what is the specific of a theoretical model for automation tourism economic impact assessment in specific regions via the use of ICT and mobile positioning data (MPD)? Using qualitative research methods authors propose theoretical model based on two interlinked parts. First of which – ‘Data storage’ – can be built upon the most popular BD platform ‘Apache Hadoop Ecosystem’, where the data precision of the online surveys can be increased by implementing mobile positioning solutions. Meanwhile the other part – ‘Data analysis’ – can be based on the locally created assessment methodology, which has been derived from the Finnish standardized economic impact estimation approach. The research results show the findings and propose a theoretical model. Its strength and novelty lies in the ability to use traditional tourism statistics, the economic impact analysis and passive mobile positioning data for spatial characteristics of tourism flow. Its construction is a distinctive combination of typically used technological approaches.

This article analyzes the experience of economic clustering of Finnish industry. This experience is described in the report of the fundamental investigation which was carried out by the Research Institute of the Finnish Economy (ETLA) - Advantage Finland - The Future of the Finnish industries. The study deals with the competitiveness and future growth prospects of the Finnish industry on the basis of Michael E. Porter's theory of the competitive advantage of nations. The comparative advantage of Finnish industries has been moving from capital-and resource-intensive branches to those driven by know-how and technology. The author recommends to study this experience and to use it in Latvia. The finding of the real and potential business-groups in the economy of Latvia may be realized with the algorithm of clustering described by the professor of Colombian University (USA) David Stark on the base of Lursoft data of the Latvian enterprises.

Requirements concerning the welfare of production animals and the low profitability of beef cattle breeding have brought exercise yards and feedlots to Finnish farms. Depending on the use of the yard, there are different aspects that have to be taken into consideration. The structure of the yard, the surface material and the space allowance are important from the point of view of both animal welfare and environmental impact. Two exercise yards have been designed, constructed and monitored, together with two feedlot areas. Samples of runoff water, gravity water, subsoil and topsoil have been taken. Their nutrient concentrations and hygienic quality have been analysed. The behaviour of animals has been observed.
