Sub-national water–food–labour nexus in Colombia Полный текст

Poorer countries often face a severe trade-off: the need to improve socio-economic conditions is hard to balance with the maintenance of key ecological processes. As a case study, we select Colombia, a Latin American country with almost 10% of its inhabitants living in extreme poverty. We elaborate a water–food–labour (WFL) nexus grounded on a sub-national Environmentally Extended Input–Output (EEIO) analysis to assess the virtual water trade (VWT) and virtual informal labour (VIL) flows across administrative departments and economic sectors related to domestic trade. The main results are the following: high cross-departmental resource interdependence both in terms of VWT and VIL, rich departments highly depend on the resources of their neighbouring trading partners, extreme poverty conditions shown by economically isolated departments, and considerable income inequality in the food production sectors. Moreover, departments that are net exporters of virtual water suffer from water stress that might be exacerbated by future high rainfall variability due to climate change. These results suggest that strategies to attain sustainable development goals (SDGs) must deal with the biophysical constraints and the economic and political feasibility of the proposed solutions. In this vein, we argue that a holistic framework, grounded on quantitative analyses, is necessary to support informed policy decisions for the simultaneous achievement of multiple (possibly contrasting) goals. Moreover, severe spatial imbalances call for local policy responses coordinated at the national level.

For the 1.5 billion people living in fragile and conflict-affected situations, livelihood challenges are compounded by climate change, unsustainable resource consumption, poor governance, and weak social cohesion. Disaster risk reduction (DRR) and preparedness are critical components of a comprehensive approach to managing and mitigating the impact of disasters. While anticipatory action (AA) interventions for monitoring socio-ecological risks are gaining prominence, the approaches and risk indicators differ considerably within and between climate, development, and humanitarian communities. There is also a fundamental variance in approaches and risk indicators relating to triggers and trigger components. This diversity underscores the need for a cohesive framework which addresses these disparities. Here we define a novel typology of fragility and risk indicators from a food, land and water system perspective, which supports the evolving nature of anticipatory action.

As befits a CGIAR Challenge Program , the CPWF has welcomed a wide range of stake holders and partners in accord with their ability to achieve program goals. Decision on research investments (project selection) have been based on a competitive grants in which proposal quality was evaluated by an interdependent external panel. The usual weakness of a competitive grants approach - lack of coherence in research agenda has been address by Basin Focal Projects and synthesis research.

Payment for Ecosystem Services (PES) is not only a prominent, globally promoted policy to foster nature conservation, but also increasingly propagated as an innovative and self-sustaining governance instrument to support poverty alleviation and to guarantee water, food, and energy securities. In this paper, we evaluate a PES scheme from a multi-scalar and political-ecology perspective in order to reveal different power dynamics across the Water-Energy-Food (WEF) Nexus perspective. For this purpose, we analyze the PES scheme implemented in the Hidrosogamoso hydropower project in Colombia. The paper shows that actors’ strongly divergent economic and political power is determinant in defining how and for whom the Nexus-related water, food, and energy securities are materialized. In this case, the PES scheme and its scalar politics, as fostered by the private/public hydropower alliance, are instrumental to guaranteeing water security for the hydropower scheme, which is a crucial building-block of Colombia’s energy security discourse. For this, the water and food securities of the adjacent, less powerful communities are sacrificed. Examining the on-the-ground politics of WEF Nexus is key to understanding their impact on equitable and sustainable governance of water, energy, and food in the everyday lives of millions of resource users. We conclude that politicizing the Nexus can help to trace both the flows of resources and the flows of power.

This reports summarizes and synthesizes activities and achievements of the CGIAR Challenge Program on Water and Food (CPWF) through the end of 2007. The CPWF is an intiative of the CGIAR designed to take on the global challenge of water scarcity and food security. It is an international, multi-institutional researchfor- development initiative that brings together scientists, development specialists and river basin communities, and seeks to create and disseminate international public goods (IPGs) helpful in achieving food security, reducing poverty, improving livelihoods, reducing agriculture–related pollution, and enhancing environmental security. The CPWF conducts its research on water and food in nine ‘benchmark’ river basins, organized around five different themes. This work is being implemented through competitive-call projects, Basin Focal Projects (BFPs), small grant projects and synthesis research. This report is one example of the latter. Projects and outputs Part of the CPWF’s work has focused on increasing water productivity in rainfed environments. Achievements include the further development of conservation agriculture for no-till sowing into crop residues; “slash and mulch” to replace “slash and burn” practices in hillside agriculture; water harvesting systems for dryland locations; understanding livelihood vulnerability and farmers’ coping strategies; and developing and encouraging the distribution—through community ‘participatory’ varietal selection and seed schemes—of drought-tolerant sorghum, wheat, and other crops. Progress has also been made in increasing water productivity in irrigated and salt-affected environments, especially where water is scarce and there are opportunities to increase its productivity. Examples include the development and testing of salt-tolerant germplasm for rice and other crops to make more effective use of salt-affected areas; understanding how to use wastewater in irrigated peri-urban agriculture to produce safe and nutritious vegetables; and developing aerobic rice germplasm and management practices to produce more rice with less water.
