Food and water security have moved to the top of the global agenda following the food and energy price increases that started in 2007. Addressing the food, water and energy nexus is considered increasingly important for transparently and equitably meeting increasing global demand without compromising sustainability. This paper argues that given the unique regional and sector challenges of food, water and energy security, their nexus must be deconstructed to find effective, contextualized solutions. And governance challenges are at the heart of the nexus in each region. Governance is defined in various ways, but, with a few notable exceptions, the definitions have undergone relatively little analysis. In turn, governance issues are imbedded in policy, institutional, technological and financing options exercised at the global, regional, national and local levels. Furthermore, strong interactions between levels prompt policy responses to specific events and outcomes. The cu rent governance arrangements, where they exist at all, are woefully inadequate to address the challenges. They are imbedded in a lack of strategic clarity, and among stakeholders there is an unequal distribution of power, voice and access to information, resources and the capability to exercise a sound influence which will produce equitable and sustainable outcomes. Often there are huge tradeoffs between the short-term wins of individual stakeholders and long-term holistic solutions. This paper uses illustrative examples from recent global developments, as well as from China and India, to make the case for placing empirical analysis of governance issues at the top of the global agenda. At each level, governance is ues affect the choice of policies, institutions and outcomes for addressing these daunting challenges.

Pressures from growing demands and shrinking supplies have reached a critical junction in major global resources, particularly water, energy, and food (WEF). Recognizing the complex interaction across those highly interconnected resources, the nexus concept evolved to boost efficiencies across all nexus pillars. Several modeling efforts tried to capture the complexity of this problem, but most attempts captured only one or two nexus pillars, remained localized to fixed case-studies or applications, or used simulations to assess pre-defined scenarios rather than solving for optimum solutions under defined objective function and constraints. Here, we present an optimization model for water, energy, and food nexus resource management and allocation at a regional scale. The model was successfully validated using a hypothetical case study to test its efficiency under several resource availability scenarios and different policy targets. The results enhanced the understanding of the interlinkages among the nexus sectors by demonstrating the sensitivity of the WEF nexus to adopted strategies. For example, imposing food variety constraints changed water consumption by an order of magnitude and more than doubled energy requirements. Moreover, adopting renewable energy may cause increased demands for land, but can significantly cut CO₂ emissions. The model serves as an effective decision-making tool that enables policy makers to assess multiple WEF sources and recommends the optimum resource allocation under various policy, technology, and resource constraints.

The water-energy-food nexus (“nexus”) is promoted as an approach to look at the linkages between water, energy and food. The articles of Water’s Special Issue “Water-Energy-Food Nexus in Large Asian River Basins” look at the applicability of the nexus approach in different regions and rivers basins in Asia. The articles provide practical examples of the various roles and importance of water-energy-food linkages, but also discuss the theoretical aspects related to the nexus. While it is evident that any application of the nexus must be case-specific, some general lessons can be learnt as well. Firstly, there are a variety of interpretations for the nexus. These include three complementary perspectives that see nexus as an analytical approach, governance framework and emerging discourse. Secondly, nexus is—despite its name—a predominantly water-sector driven and water-centered concept. While this brings some benefits by, e.g., setting systemic boundaries, it is also the nexus’ biggest challenge: If the nexus is not able to ensure buy-in from food and energy sector actors, its added value will stay limited. Ultimately, however, what really matters is not the approach itself but the processes it helps to establish and outcomes it helps to create. Through its focus on water-energy-food linkages—rather than on those themes separately—the nexus is well positioned to help us to take a more systemic view on water, energy and food and, hence, to advance sustainable development.

There is a need to address resource security and distributional justice in developing countries. People need water, energy, and food to sustain their livelihoods, grow economies, and achieve sustainable development. The interactions between these resource sectors form the crux of water-energy-food (WEF) nexus assessments. In this study, we have utilised the WEF Nexus Index to analyse the WEF nexus of 54 African nations. The results from the analysis were used to illustrate the opportunities and constraints for future development. Generally, African countries are performing sub-optimally in the WEF Nexus Index due to the insecurity of water, energy and/or food. The performance of countries varies with context, highlighting the need for contextual analysis in identifying challenges and potential solutions. Implementation of interventions for achieving WEF security needs to be planned from an integrated perspective to optimise synergies and minimize trade-offs. Implementation of the WEF nexus approach towards simultaneous security of WEF resources has potential to improve the WEF nexus. For example and for many African countries, policies that undergird investments in energy supply projects are needed to unlock available freshwater resources and meet food requirements—energy is shown to be a critical enabler of development. Such projects can be utilised to enhance the ability of farmers to manage water through drought-proofing rainfed agriculture, an increase in irrigation development, or both. WEF nexus-based studies, policies, and projects must be focused on the direct and indirect achievement of SDGs 1, 2, 6, 7, and 13, both in terms of access and availability, to ensure distributional justice, especially in the African context. Such actions, combined with broad public participation, can have a ripple effect on other SDGs such as SDGs 5, 10, and 17, thereby reducing inequalities and building partnerships to attain these aspirational goals. The assessment of Africa’s relatively low scores in terms of the WEF Nexus Index does not represent a negative narrative. Instead, it provides an entry point to identifying hotspots and understanding the underlying challenges, through which more detailed analyses can lead to identified solutions and policies. Many African countries are trapped in an environment that could be termed a ‘poverty-unemployment-inequality nexus’ (due to the interlinkages that exist between these ‘wicked’ problems). The WEF Nexus Index provides high-level insights into these opportunities.

In the context of China’s rapid and perennial urbanization, it is of profound importance to understand how to enable and accelerate progress towards achieving the country’s sustainable water-energy-food nexus by 2030. In this study, a quantitative spatial scenario analysis was performed to identify the provinces that are expected to experience changes in water stress, under the competition for water between food and energy sectors. The results manifested an imbalance of water availability for meeting the demand between those two sectors. First, food sector played the leading role in the baseline water stress. Second, energy sector dominates the increases of the projected water stress index. Third, urbanization is projected to substantially affect the extent of water availability, especially in the eastern provinces. Tackling imbalanced sectoral water demand is the key to China’s sustainable water-energy-food nexus, which shall require some corresponding changes in national policy-making. China needs, first, policy coherence and synergies, second, ensuring the adequacy of any follow-up procedures, and third, embracing greater participation and transparency in policy-making.

This position paper advocates for the integration of the water, energy, food and ecosystem (WEFE) nexus approach into Nepal’s policy and planning processes. By doing so, it aspires to foster a development trajectory that is sustainable, inclusive, equitable and responsive to the needs of all citizens, particularly the vulnerable and marginalized groups, against a backdrop of accelerating climate change and resource interdependencies. The main contents of the paper are summarized below. Understanding the WEFE nexus: The WEFE nexus represents a holistic approach to managing interconnected natural resources essential for human well-being and environmental sustainability. This approach involves the management of water, energy, food and ecosystems in an integrated manner to enhance security and efficiency across these sectors. It aims to increase resource efficiency, minimize trade-offs, bolster synergies and improve governance, keeping in view the interdependencies of these sectors. It emphasizes a shift from a focus on particular resources to a systems perspective that prioritizes comprehensive resource security and environmental protection. It advocates for people-centric solutions that are driven by demand-led technological and market innovations. Nexus thinking is essential to balance competing interests in the water, energy and food sectors while maintaining ecosystem health. In Nepal’s context, the integration of the political and social dimensions of the WEFE nexus determines who controls and accesses natural resources. The WEFE nexus approach, integrated with gender equality and social inclusion (GESI) and livelihood considerations, is vital to supporting the economically poor and socially marginalized sections in Nepal who are reliant on natural resources. Importance of the WEFE nexus approach in Nepal: In Nepal, the concept of the WEFE nexus is in its developmental stage but is highly pertinent due to worrying trends that are adversely affecting human well-being and the environment. Nepal faces varied challenges, including water scarcity, unpredictable and extreme environmental events and rising demand for energy and food, all of which underscore the need for a strategic and integrated approach to resource management. This paper argues that the WEFE nexus approach is imperative for Nepal, for several reasons. These include the interconnectedness of resource systems and recognizing and managing the interdependencies among water, energy, food and ecosystems; Nepal’s climate change vulnerabilities and enhancing resilience against climate-induced risks; global commitments in alignment with international obligations and sustainable development goals (SDGs); resource governance and achieving equitable and efficient resource management; and cross-sectoral climate impacts, and hence the need to address the comprehensive effects of climate change on resources. Essentially, the WEFE nexus needs to be promoted in national policies, plans and strategies to ensure sustainable development. Purpose and rationale of this position paper: This position paper seeks to provide a roadmap for all stakeholders, including policymakers, researchers, and international development partners, by (i) offering a critical overview of the WEFE nexus approach; (ii) proposing a practical WEFE framework tailored for Nepal, considering GESI and livelihood perspectives; and (iii) suggesting strategies for improved governance through enhanced coordination and collaboration between different sectors, thereby optimizing resource use and conserving ecosystems. Nepal’s political, economic and social context: Nepal’s transition to a federal polity has introduced and accompanied a number of significant shifts in the socio-economic context that impact the WEFE sectors. These shifts include demographic, social and economic changes; urbanization; migration; and societal challenges such as youth unemployment, gender inequality and social exclusion. These elements form the backdrop against which the WEFE sectors operate, emphasizing the need for a nuanced understanding of their interconnections and effects. WEFE policies and institutional context in Nepal: For Nepal to effectively implement the WEFE nexus approach, there is a need for improved policy coherence, inter-sectoral collaboration mainly between the WEFE sectors and a commitment by all stakeholders to integrating GESI considerations in their activities. Addressing these challenges requires a concerted effort from all stakeholders, including policymakers, development partners and the community at large. The recognition of the WEFE nexus within Nepal’s policy and legal frameworks is an ongoing process. Despite policy commitments and some progress in integrated approaches, varied challenges persist due to fragmentation and compartmentalization of the management of natural resources and disconnected policies in water, energy, food and forest resources. The lack of synergy, collaboration and adequate investment further complicates the execution of nexus-oriented programs.

Most South Asian countries have challenges in ensuring water, energy, and food (WEF) security, which are often interacting positively or negatively. To address these challenges, the nexus approach provides a framework to identify the interactions of the WEF sectors as an integrated system. However, most nexus studies only qualitatively discuss the interactions between these sectors. This study conducts a systematic analysis of the WEF security nexus in South Asia by using open data sources at the country scale. We analyze interactions between the WEF sectors statistically, defining positive and negative correlations between the WEF security indicators as synergies and trade-offs, respectively. By creating networks of the synergies and trade-offs, we further identify most positively and negatively influencing indicators in the WEF security nexus. We observe a larger share of trade-offs than synergies within the water and energy sectors and a larger share of synergies than trade-offs among the WEF sectors for South Asia. However, these observations vary across the South Asian countries. Our analysis highlights that strategies on promoting sustainable energy and discouraging fossil fuel use could have overall positive effects on the WEF security nexus in the countries. This study provides evidence for considering the WEF security nexus as an integrated system rather than just a combination of three different sectors or securities.

While the nexus as a concept is not yet mature or fully tested in practice, it has already encouraged a range of approaches in a variety of contexts. This article provides a set of definitions recognizing three perspectives that see the nexus as an analytical tool, governance framework and as an emerging discourse. It discusses the implications that an international transboundary context brings to the nexus and vice versa. Based on a comparative analysis of three Asian regions—Central Asia, South Asia and the Mekong Region—and their related transboundary river basins, we propose that the transboundary context has three major implications: diversity of scales and perspectives, importance of state actors and importance of politics. Similarly, introducing the nexus as an approach in a transboundary context has a potential to provide new resources and approaches, alter existing actor dynamics and portray a richer picture of relationships. Current approaches for utilization of resources in water-energy-food-ecosystem (WEFE) sectors appear to be unsustainable and sub-optimal because of silo-based approaches that ignore interconnectedness across these interdependent sectors. A nexus approach that considers the interactions and interdependence among the sectors helps overcome weaknesses of silo-based approaches to better address synergies and trade-offs. This paper discusses the concept of the WEFE nexus-based approach for achieving water, energy, food, and environment security in India and presents a review of recent relevant literature. The paper critically reviews the key Indian government policies and programmes in the WEFE sector to assess the synergies and trade-offs among them. More than ˜ 40 programmes across WEFE sectors were studied to understand the efforts underway in these sectors to attain the respective policy goals. Although the implementation of the nexus concept will depend upon the enabling government policies and programmes, we find that discussions on these aspects are missing in the literature. Our review shows that the policies of different sectors give inadequate consideration to the impacts of decisions on the other related sectors. Although the various programmes are appreciably contributing to the policy goals and security for respective sectors, there are significant overlaps among the programmes which could positively or negatively impact other sector(s). There is a need to quantify the trade-offs by using an integrated approach including modeling with the WEFE nexus lens. The study also discusses the key challenges and barriers in implementing the nexus concept in India and how to overcome them.
