Achieving Water and Food Security in 2050: Outlook, Policies, and Investments Полный текст

Food production in 2050 will be sufficient, globally, but many of the poor will remain food insecure. The primary cause of food insecurity will continue to be poverty, rather than inadequate food production. Thus, policies and investments that increase the incomes of the poor will remain the best ways to extend food security to all. Investments that promote growth in sustainable agriculture and provide non-farm employment opportunities in rural areas of lower income countries will be most helpful. There will be sufficient water, globally, to achieve food production goals and sustain rural and urban livelihoods, if we allocate and manage the resource wisely. Yet, water shortages will constrain agricultural production and limit incomes and livelihood opportunities in many areas. Policies and investments are needed to extend and ensure access to water for household use and agricultural production. Challenges requiring the attention of policy makers and investors include increasing urbanization and increasing demands for land and water resources. Policy makers must ensure that farmers retain access to the water they need for producing food and sustaining livelihoods, and they must create greater opportunities for women in agriculture. They must also motivate investments in new technologies that will enhance crop and livestock production, particularly for smallholders, and encourage the private sector to invest in activities that create employment opportunities in rural areas.

Materials, energy, and organisms from groundwater serve as resource subsidies to lotic systems. These subsidies influence food production and post-emergent fish growth and condition through nutrient inputs and water temperature changes. To test whether post-emergent fish grew faster in gaining sites, we grew hatchery post-emergent salmon in enclosures, sampled periphyton, benthic invertebrates and wild salmon, and modeled fish growth across a gradient of groundwater-surface water exchange. We explore processes that enable effective policies and practices for managing the links between water, energy, and food. Three case studies are assessed at different scales in the Mekong River basin, Sri Lanka and Zimbabwe. We find that there are considerable opportunities for improving outcomes for sustainable development by finding solutions that accommodate multiple objectives in the nexus. These include making data more publicly available, commissioning independent experts to advise on contested issues, engaging under-represented stakeholders in decision-making, sharing benefits, exploring different perspectives in forums where alternative development options can be tested and engaging decision-makers at different scales.

Virtual water is an important addendum to how we view a country's water resources. This study examines the virtual water embedded in Jordan's agricultural produce and its impact on future water–energy–food policies. Blue and green virtual waters are calculated from data on rainfall, crop patterns, yields, and water requirements at the district level. Results highlight the advantages of blue water usage in the Jordan Valley and of harnessing more available green water in the Highlands, with both displaying low energy impact. Results also emphasize the high groundwater usage and energy footprint in the Desert regions, signalling a need to rein in groundwater extraction and take advantage of solar power.

Separation of water-soluble lignins from lignocellulosic biomass provides a new and still poorly exploited feedstock to increase the sustainability of biorefineries. We applied derivatization followed by a reductive cleavage (DFRC) method, 2D-HSQC-NMR, and ³¹PNMR after ³¹P-labeling, to investigate molecular composition in water-soluble lignins obtained by alkaline oxidation from three biomass materials for energy (miscanthus, giant reed and an industrially pre-treated giant reed). Chromatographic identification of lignin products cleaved by DFRC showed a large predominance of guaiacyl (G) units in all biomasses and a lesser abundance of syringyl (S) and p-coumaryl (P) monomers. Our S/G ratios disagree with those reported in literature by other lignin separation methods. Carboxyl functions (ferulic and pcoumaric acids) were revealed by heterocorrelated ¹H–¹³C HSQC-NMR, and confirmed by ³¹P-NMR spectra of ³¹ P-labeled lignin molecules. An understanding of molecular composition of water-soluble lignins from biomass sources for energy is essential for lignin most efficient exploitation in either industrial or agricultural applications.

Discussion paper | The competition for limited water resources between agriculture and more highly valued domestic and industrial water uses is rapidly increasing and will likely require the transfer of water out of agriculture. This paper reviews and synthesizes the available evidence of the effects of water transfers from agricultural to urban and industrial areas on local and regional rural economies; and analyzes the potential impacts of a large reallocation on global food supply and demand. It concludes with a discussion on the potential for water policy reform and demand management to minimize adverse impacts when water is reallocated from agriculture. It is argued that comprehensive reforms are required to mitigate the potentially adverse impacts of water transfers for local communities and to sustain crop yield and output growth to meet rising food demands at the global level. Key policy reforms include the establishment of secure water rights to users; the decentralization and privatization of water management functions to appropriate levels; the use of incentives including pricing reform, especially in urban contexts, and markets in tradable property rights; and the introduction of appropriate water-saving technologies. | EPTD | IFPRI1 | Non-PR
