El precio del agua: ¿herramienta básica para una política sostenible del agua? Полный текст

La reciente legislación europea adopta el concepto de la recuperación completa de costes (RCC) como directriz para la tarifación del servicio de agua. En este artículo, se analiza el concepto de RCC al tiempo que se aborda la razón económica de su aplicación desde diferentes perspectivas. La idea básica aquí desarrollada es que se trata de un concepto un tanto confuso, ya que los costes se recuperan por definición, estando por tanto el verdadero problema en evaluar cómose recuperan. Después de presentar diversas opciones disponibles para tratar los subsidios cruzados, se propone un marco contable para analizar la estructura de la recuperación de los costes del servicio de agua. También se incluyen otras formas alternativas de financiación del servicio, según la distancia que las separa con el puro coste marginal a largo plazo. En cualquier caso y aunque se trate normalmente de una solución irrealizable en la práctica, este último siempre representa el óptimo teórico.

De acuerdo con la consigna planteada por el sistema de gestión ambiental de la Universidad del Rosario (UR) en la que se busca alcanzar una universidad sostenible, el presente documento se realiza con el fin de formular el programa de ahorro y consumo eficiente del agua de la Universidad del Rosario. Buscando no solo mejorar las condiciones de uso de este recurso dentro del campus universitario y los edificios administrativos, sino además generar un impacto en su entorno, trayendo beneficios para las partes interesadas. Durante el desarrollo del documento se presentarán estadísticas actuales sobre el uso del agua dentro de las tres sedes de la universidad, referentes a consumo humano (sanitarios y lavamanos), actividades económicas y académicas (aseo, preparación de alimentos y laboratorios). Esto, en aras de caracterizar el consumo del recurso para generar planes de manejo en áreas de mayor impacto e interés. | Ingeniero Ambiental | Pregrado | In accordance with the slogan set by the environmental management system of the Universidad del Rosario (UR) in which it seeks to achieve a sustainable university, this document is made in order to formulate the program of saving and efficient water consumption of the Universidad del Rosario. Seeking not only to improve the conditions of use of this resource within the university campus and administrative buildings, but also to generate an impact on its environment, bringing benefits to stakeholders. During the development of the document, current statistics will be presented on the use of water within the three sites of the university, referring to human consumption (toilets and sinks), economic and academic activities (cleaning, food preparation and laboratories). This document is the first systematic discussion of the most important lessons of the APPJ Project of the European Union, which was implemented between the years 1993 and 2001. The project was prepared to respond to the emergency health situation of the cholera epidemic of 1991. The proposed project was to comment on building autonomous systems of drinking water in peri-urban areas not served by the SEDAPAL drinking water network. Lessons learned include: 1) It is not enough to build drinking water systems; 2) It is essential to ensure the existence of units that manage the system efficiently. 3) It is important to operate a monitoring program of the autonomous systems in Lima. This document has been divided into five chapters and three annexes. The first chapter presents the background of the project, the features of the proposal and phases their execution. The second deals with processes that led to major improvements in the construction of the autonomous systems of drinking water. The third chapter discusses the various aspects and factors influencing the sustainability of water systems. The fourth chapter discusses the role of institutional actors involved directly or indirectly in the sustainability of building water systems. Finally, the fifth chapter presents conclusions and lessons. The document ends with three annexes: the first is information on costs and volume of sales of systems visited; the second is a summary of the information status of systems visited, and the third is a list of NGOs who have participated in the implementation of the project.
