Republic of Indonesia actually has enormous fish resources potential, but the fisheries sector has yet to show its teeth in the national economy. One reason is the weakness of information flow in this field. Fisheries Economic is a unique area because of its fugitive resources nature and the complexity of management requires a separate study. In fisheries, traditional emphasis of management programs and research has been on managing the resource rather than managing the people who make use of the resource. This emphasis has led to several misconceptions associated with objectives and mechanisms of fisheries research, training, development and management programs.
